Oxfam in Nepal

Oxfam has been working in Nepal since the early 1980s undertaking various development initiatives addressing the poverty and injustice faced by women and other socially and economically excluded groups. The level of Oxfam's engagement increased substantially after restoration of democracy in 1990 as it became easier for civil society to work in the new political environment. Over the years, Oxfam has worked in partnership with local civil society organisations and the government to promote rural livelihoods, and vulnerable communities' resilience to climatic shocks and disasters. It has also significantly contributed to empowering community people, especially women, to; negotiate with people in power, influence decision making processes, claim rights and essential services to which they are entitled, demand accountability on the part of duty bearers and engage larger masses in advocacy efforts. Oxfam also worked closely with UNHCR in providing assistance to Bhutanese refugees during the 1990s. Oxfam and its long term programme partners believe that the underlying structural causes and drivers of poverty must be addressed if improvements in peoples's lives are to be broad and lasting. Poverty is not one-dimensional; nor is it purely local in its causes and solutions. Therefore, Oxfam's work addresses not only material and technical change, but also the related economic, social, institutional and policy changes which are necessary to end poverty and achieve development and wellbeing. The Oxfam Nepal Vision is: The people of Nepal are empowered and work together to attain a life of dignity with justice and equal rights for all. The Overall Nepal Programme Goal is: to improve the well being of vulnerable people through strengthening their participation in development and governance processes and reducing poverty and suffering.

Terms of Reference for Training of Trainers of Local Disaster Risk Management Plan (LDRMP)

 

Background

Nepal is highly vulnerable to climate change and natural disasters- earthquakes, droughts, flash floods, landslides, thunderstorms, fires, and glacial lack outburst floods (GLOF). The result of numerous studies on disaster shows that Nepal is 4th in terms of climate risk, 11th in terms of earthquake risk and 30th in terms of flood risk globally. Historically Nepal experienced mega earthquake due to its geographic location in a highly active tectonic region of the Himalayan belt. Similarly, the rampant unplanned nature of urban growth is taking place with little or no harmonized land use planning and widespread negligence for national building codes and bylaws, resulting in high levels of vulnerability to earthquakes. Floods and landslides occur every year, claiming the lives of hundreds and causing widespread damage to infrastructure, land, physical assets and livelihoods.

Nepal was struck by the 7.8 magnitude earthquake (CAT-2 as categorized by Oxfam) on 25 April 2015 in Gorkha as the epicentre and a major aftershock on 12th May in Dolakha district. About 8,790 people died (55% female and 45% male), 22,300 injured, 893,509 houses have been destroyed fully and partially, and about 8 million people, almost one-third of the population of Nepal, affected in other ways (PDNA Report). Around 2.8 million people has been identified in need of assistance in earthquake affected areas (United Nations).  The Government of Nepal identified 31 districts out of 75 as being affected, with 14 being severely affected in Central and West Region of Nepal. The size and remoteness of the geographical areas affected, as well as the scattered population, pose serious challenges to reach affected populations. 

The Government of Nepal has estimated that the earthquake has set back development gains, threatens to push additional 700,000 people (about 2.5 to 3.5% of the population) into poverty (PDNA Report). According to the PDNA report the total value of disaster effects (damages and losses) caused by the earthquakes is NPR 706 billion (equivalent of US$ 7 billion). 

 

1.Introduction

In order to have a common understanding and approach on the LDRMP building activity is required for the Oxfam staff, partners and relevant stakeholders.  To create an enabling environment for harmonizing efforts in the district as well as to build knowledge and skills on   Training program on LDRMP is more important. Thus, Nuwakot district has planned to conduct the “Training of Trainers on LDRMP” from 23-28 October, 2016. The district ToT participants will become trainers for community level triggering activities and they will be responsible to replicate VCA training and prepare LDRMP. 

 

2.Objective:

The main objective of the training is to enhance capacity of the Oxfam, Partner staff and other stake holder to give VCA training and prepare LDRMP.

 

3.Scope

4.Methodology

The training will be organized and designed through key innovative methods/approaches both on theoretical and practical exercise.  A 6 days training agenda will be prepared and topics which would be helpful for knowledge update, skill enhancement as well as triggering techniques will selected. The training will be organized in a very open and informal environment. The facilitators will give an opportunity for queries, questions, discussion and put their views. The participants used different training approaches to demonstrate their assigned sessions during micro teaching. The major methods/approaches that were used in the training are illustrative lecture, review /recap, presentation, brainstorming, Q/A, group work /discussion, demonstration, micro teaching etc.

 

5.Output

Expected outputs include:

•The participants will acquire the necessary technical knowledge and skills in VCA training and LDRMP preparation.

•A report of the program will be submitted by the consultant.

 

6.Qualification / Skill Required

The organization is looking for two trainers with a strong record of conducting the training on VCA and LDRMP. The consultant should be well experienced in providing different approaches necessary technical knowledge and skills in LDRMP.

•Proven experience of designing and conducting the training on LDRMP

•Familiarity with the issues of  LDRMP 

•He /She will be Responsible for supporting in  preparing 6 days agenda, session plan, collection of all required materials, facilitating session, sharing draft, compiling feedback, evaluation, review of each day progress and arranging field visit.

 

7.Proposal Submission

The organization invites proposals from organisations with the experience and skills described above.  Proposal should include:

A cover letter introducing the organisation and how the skills and competencies described above are met, with concrete examples.

9.Facility and Payment Procedures

Payment will be released after submitting outcomes as described in article 5 above. Government of Nepal's tax regulation will apply and tax will be deducted at source.
