Oxfam has been working in Nepal since the early 1980s undertaking various development initiatives addressing the poverty and injustice faced by women and other socially and economically excluded groups. The level of Oxfam's engagement increased substantially after restoration of democracy in 1990 as it became easier for civil society to work in the new political environment. Over the years, Oxfam has worked in partnership with local civil society organisations and the government to promote rural livelihoods, and vulnerable communities' resilience to climatic shocks and disasters. It has also significantly contributed to empowering community people, especially women, to; negotiate with people in power, influence decision making processes, claim rights and essential services to which they are entitled, demand accountability on the part of duty bearers and engage larger masses in advocacy efforts. Oxfam also worked closely with UNHCR in providing assistance to Bhutanese refugees during the 1990s. Oxfam and its long term programme partners believe that the underlying structural causes and drivers of poverty must be addressed if improvements in peoples's lives are to be broad and lasting. Poverty is not one-dimensional; nor is it purely local in its causes and solutions. Therefore, Oxfam's work addresses not only material and technical change, but also the related economic, social, institutional and policy changes which are necessary to end poverty and achieve development and wellbeing. The Oxfam Nepal Vision is: The people of Nepal are empowered and work together to attain a life of dignity with justice and equal rights for all. The Overall Nepal Programme Goal is: to improve the well being of vulnerable people through strengthening their participation in development and governance processes and reducing poverty and suffering.

Background/Context:

The 7.8 magnitude earthquake on 25 April 2015 and the strong aftershock on 12 May 2015 that struck Nepal has left a trail of destruction causing severe damage to houses and public infrastructures. According to the Ministry of Home Affairs (MoHA), 8,856 people lost their lives, over 604,930 houses were destroyed and 288,856 houses were damaged. After the initial emergency phase, the country is moving towards reconstruction with longer term solution. However, the reconstruction process will require a huge number of skilled workers who are trained in earthquake resilient building techniques. According to the DUDBC (Department of Urban Development and Building Construction), approximately 50,000 masons will need to be trained for the reconstruction to take place within 5 years.

Oxfam has been actively working in 7 of the 14 worst affected districts with emergency and recovery support. As part of Oxfam’s commitment to contribute in the reconstruction process, Oxfam intends to conduct training on earthquake resilient building techniques for semi-skilled masons in order to increase the availability of trained masons in the districts and increase people’s access to skilled labor for reconstruction of houses and community structures.

For this purpose, Oxfam is seeking proposals from an organization with required technical experience in conducting masons’ training on earthquake resilient building techniques as on-the-job training by building different infrastructure in Gorkha district.

Objectives of consultancy:

To conduct 12 numbers of On-The-Job Masons’ Training in 4 VDCs of Gorkha district as 45 days training, it is tasked to build the structure by the training itself with an overall target of 145 masons.

•4 Sites in Taklung, for OJT, concrete frame structure, poultry housing.

•2 Sites in Ghairung, for OJT, concrete frame structure, poultry housing.

•1 site in Takumaj Lakhuribot for OJT, concrete frame structure, poultry housing.

•5 Sites in shaurpani For OJT, Stone in mud mortar Load bearing structure, for grain      storage shelter.

Specific Objectives:

•To promote and enhance the skill of local manpower essential for reconstruction in the post-disaster scenario which will support build back better campaign.

•To conduct 12 numbers of on-the-job Mason Training in the Oxfam’s working VDCs of Gorkha district by building different types of infrastructure with earthquake resilient techniques incorporated.

•To produce at least 10 to 15 semi-skilled to skilled masons in each OJT site in some of the Oxfam’s working VDCs in Gorkha, through 45 days masons training.

•To conduct on-the-job trainings to the selected semi-skilled labor of assigned VDCs of the district with specified curriculum to support the reconstruction process in affected communities.

•To document the training process and reporting each training session.

Scope of consultancy:

The contracted organization should be able to conduct training according to the requirements outlined in the objectives above and provide visual based timely reports.

The training sessions are expected to take place in Taklung, Ghairung, Takumaj lakhuribot and Shaurpani VDCs in Gorkha district

Expected outputs/deliverables:

•Detail methodologies and session plan to carry out the assignment.

•Organize meetings with the partner NGO’s team and community and with Oxfam.

•Partner NGO’s team will procure and supply any materials required for conducting the     trainings.

•Organize training sessions for each sites, prioritization of VDCs to be done in consultation with partner NGO’s team and Oxfam.

•Training completion report for each training.

•End of assignment report with clear learning and future recommendations.

Guidance, Supervision, Quality Assurance and Coordination:

At Oxfam level: At the Oxfam level, the representatives of the consultant organization will be closely coordinating with the Shelter Officer.

At the Partner NGO level: At the Partner level, the consultant organization has to work closely with the partner’s Shelter Officer(s), Project coordinator and the partner’s field team at all times. Partner NGO is liable to supply materials and tools needed.

If required, the consultant organization will also liaise with DUDBC and NRA at either central / district level, with DDRC / VDC Secretariat / Ward Citizen Forum at the local level.

The detail roles and responsibilities of consulting firm and support that they may require will be mentioned in the contract to be signed upon finalization of the selection process.

General requirements of the consulting firm /companies:

The organization must have demonstrated technical expertise and capabilities in executing on-the-job masons’ training. The applicant organization must prove to have qualified human resource and the ability to conduct such training in remote areas, along with a strong background in data handling. They must have proven experience in working with technology for collecting information and producing visual reports apart from using standard statistical tools.

Competencies required:

•Sufficient number of technical (including ToT trained by DUDBC) and operational staff

•Previous experience of On-the-job training.

•Familiarity with local context and language.

•Good understanding of gender and social inclusion.

•Good analytical and report writing skills.

•Professional ethics and integrity.

Reporting and timeline of deliverables:

•The consultant should submit an Inception Report within 10 days of signing the contract agreement.

•One report should be submitted in English for each of the training, within 7 days of completion. All the reports are to be submitted electronically to the Shelter Officer of Oxfam.

•The consultant should submit a final report by the end of assignment incorporating comments and feedback received from different actors before the end of the contract.

The suggested methodology and work plan for executing deliverables need to be mentioned in the technical proposal. Perceived risks and associated contingency planning should also be mentioned. The community mobilization and other pre-requisites are expected to be integral part of the proposal.

Oxfam GB’s Ethical Purchasing Policy:

Oxfam GB operates an Ethical Purchasing Policy (EPP) covering the purchase of all goods and services. This incorporates a Code of Conduct for Suppliers which provides a number of standards for Oxfam GB and its suppliers relating to labour and human rights conditions, environmental impacts and business relations throughout the supply chain.

Oxfam expects suppliers to demonstrate commitment, at director level, to the standards and principles in the Ethical Purchasing Policy and to assessing and managing risks in the supply chain. It is a requirement of conducting business with Oxfam that you confirm, or agree to work towards, the standards and principles in the Code of Conduct for Suppliers.

Oxfam GB is committed to working with existing and future suppliers to ensure that the Ethical Purchasing Policy and its implementation are approached in a practical, realistic manner, taking into account local custom and practice. However, a willingness to endorse the Code of Conduct for Suppliers, and make systematic improvements towards full compliance with the published standards, will be a consideration in the selection and retention of all suppliers.

For the purposes of making the Call for Proposal process compatible with the Ethical Purchasing Policy, we are seeking information about your company and the supply chain. A short Supplier Questionnaire (appendix F) is enclosed, which we would ask you to complete and return with your Proposal. A full copy of the policy (appendix E) is also attached.

Invitation of Call for Proposal:

Oxfam GB is issuing this Call for Proposal to select consulting companies or any relevant organization to conduct On-the-job masons’ training on earthquake resilient building techniques as per plan mentioned. The chosen consulting company or any other chosen organization will then be expected to carry out the trainings as per the requirement mentioned in the Terms of Reference and other relevant documents. Oxfam GB will only consider changing the consulting company or the relevant organization if its preferred consulting company or the preferred organization is unable to deliver the desired outcome within a required timescale, if quality of service were inadequate, if pricing becomes un-competitive or if significant changes occurred in the market place/within Oxfam GB.

Oxfam GB reserves the right not to enter into or award a contract as a result of this call for proposal. Oxfam GB also reserves the right to terminate any contract issued as a result of this Call for Proposal as set out in the contract terms and conditions. Successful proposals will be expected to enter into a formal contract with Oxfam GB, which will be supported by a Service Level Agreement.

The onus is on the consulting company/relevant organization to ensure that their offer is complete and meets Oxfam GB’s requirements. Failure to comply may lead to the offer being rejected without any reason being given. Please therefore ensure that you read this document carefully and answer fully all questions asked.

Payment Terms:

•Terms of payment are within 30 days after the receipt date of a proper invoice and acceptance of the Goods or Services by Oxfam.

•Failure of completion of all the works in time may lead for penalties of all the losses of total bid amount. If given work could not complete due to special circumstances, upon the agreed of both parties period can be extension. But all the changes need to be in writing in advance.

•Any applicable advance tax will be deducted while making the payments by Oxfam as per the law of GON. All other taxes, duties and levies are responsibility of Supplier.

•OXFAM GB will not be liable to pay any additional amount than this contract amount. If any changes occurred and need to add the value prior written approval from the OXFAMGB is must.

•Following payment schedule will be followed based on the work plan and its delivery. Payments will be made as follows upon receipt of request letter with actual invoice, and approval from Program colleagues for satisfactory receipt of work and okay for payment.

•30 percent on submission of inception report,

•30 percent on submission of 3 Training Reports

•40 percent on submission and approval of Final report
