Oxfam in Nepal

Oxfam has been working in Nepal since the early 1980s undertaking various development initiatives addressing the poverty and injustice faced by women and other socially and economically excluded groups. The level of Oxfam's engagement increased substantially after restoration of democracy in 1990 as it became easier for civil society to work in the new political environment. Over the years, Oxfam has worked in partnership with local civil society organisations and the government to promote rural livelihoods, and vulnerable communities' resilience to climatic shocks and disasters. It has also significantly contributed to empowering community people, especially women, to; negotiate with people in power, influence decision making processes, claim rights and essential services to which they are entitled, demand accountability on the part of duty bearers and engage larger masses in advocacy efforts. Oxfam also worked closely with UNHCR in providing assistance to Bhutanese refugees during the 1990s. Oxfam and its long term programme partners believe that the underlying structural causes and drivers of poverty must be addressed if improvements in peoples's lives are to be broad and lasting. Poverty is not one-dimensional; nor is it purely local in its causes and solutions. Therefore, Oxfam's work addresses not only material and technical change, but also the related economic, social, institutional and policy changes which are necessary to end poverty and achieve development and wellbeing. The Oxfam Nepal Vision is: The people of Nepal are empowered and work together to attain a life of dignity with justice and equal rights for all. The Overall Nepal Programme Goal is: to improve the well being of vulnerable people through strengthening their participation in development and governance processes and reducing poverty and suffering.

Term of Reference 

Mapping DRR Actors and Networks, Study on DRR Works in Nepal in line with Flagship 4 nine minimum characteristic and review of Mainstreaming DRR into development Planning process guideline with recommendations.  

Introduction

With ECHO funding, Oxfam is implementing DIPECHO-VII Project in Dadeldhura and Kanchanpur districts as well as at national level. Enhancement of response preparedness at community and district level is basically focused at local level with strong component on Community Based Early warning system and mainstreaming DRR into annual district development planning process. At National level, polity advocacy, lobby and capacity building of stakeholders has been implemented. At national level, some of the research and documentation need to carry out in collaboration and partnership with Flagship4. To carry out the joint initiations with Flagship4,  four basic elements to be reviewed and documented to circulate with wider stakeholders at national and International level. 

PURPOSE OF ASSIGNMENT

The purpose of this assignment is to conduct research and study on 4 specific issues or tasks and provide the documents with recommendations. The purposes of the assignments are as follows: 

Mapping DRR Actors and Networks in Nepal 

  • Coordinate with Flagship 4, 
  • Identify the  organizations currently involved in DRR interventions or planning to implement DRR activities in near future, 
  • Identify the networks associated with DRR and humanitarian sector. 
  • Document the findings, share with Flagship 4 working committee and advisory committee
  • Circulate with AINTGDM members and get feedback from them
  • Final compilation of the feedback
  • Share with Flagship 4 coordinatior and Oxfam project team the end result. 
  • Be the part of final sharing workshop 

CBDRR Retrospective Study (DRR Works in Nepal and Implementation of flagship4 Nine Minimum characteristic in Nepal)

  • Coordinate with Flagship 4, 
  • Set criteria and questionnaires for study,
  • Form review task team, 
  • Identify locations and organizations for study, 
  • Get consent from F4 advisory committee ,
  • Field study and survey, 
  • Analysis of the questionnaires' and field study,
  • Prepare a report 
  • Circulate to Flagship 4 advisory committee and AINTGDM for feedback 
  • Final draft preparation 
  • Share with Flagship 4 coordinatior and Oxfam project team the end result. 
  • Be the part of final sharing workshop 

Review and Revise  Guideline on Mainstreaming DRR into Annual Development planning process 

  • Review of Guideline on Mainstreaming DRR into annual district development planning process including  district consultation,
  • Prepare Nepali and English copies of the guideline document in compatibility with LGCDPII,
  • Provide recommendations for improvmenr of gudeline and suggest implementation framework.  

SCOPE OF THE WORK   

  • Review of existing Documents and literature available, 
  • Conduct survey and study,
  • Prepare draft document, share with project team and stakeholders,
  • Editing after the feedback and suggestions,
  • Final document preparation, 
  • Final Sharing workshop at Kathmandu. 

Deliverables

  • Report on "Mapping  DRR Actors ad Networks in Nepal" ,
  • Reports (2 reports) on DRM works in Nepal and Implementation of Flagship 4 Nine Minimum characteristic by DRR actors ,
  • Review and revise the Guideline "Mainstreaming DRR into Annual Development Planning Process" and develop "Implementation Framework".

Qualification/Skills required

  • Sound knowledge of DRR/DRM work in Nepal
  • Knowledge of AINTGDM/Flagship progrmme/NRRC
  • Skills and Knowledge  quantitatitve and qualitative  research 
  • Skills and knowledge of vdeveloping manuals, guidelines, frameworks and reports
  • Excellent Report writing skill in  both English and Nepali 
  • Consultant(s) must have Organization registration, VAT registration certificate, Tax clearance certificate and renewal certificate.

Timeline

The Duration f the consultancy will be nine weeks.
