Oxfam has been working in Nepal since the early 1980s undertaking various development initiatives addressing the poverty and injustice faced by women and other socially and economically excluded groups. The level of Oxfam's engagement increased substantially after restoration of democracy in 1990 as it became easier for civil society to work in the new political environment. Over the years, Oxfam has worked in partnership with local civil society organisations and the government to promote rural livelihoods, and vulnerable communities' resilience to climatic shocks and disasters. It has also significantly contributed to empowering community people, especially women, to; negotiate with people in power, influence decision making processes, claim rights and essential services to which they are entitled, demand accountability on the part of duty bearers and engage larger masses in advocacy efforts. Oxfam also worked closely with UNHCR in providing assistance to Bhutanese refugees during the 1990s. Oxfam and its long term programme partners believe that the underlying structural causes and drivers of poverty must be addressed if improvements in peoples's lives are to be broad and lasting. Poverty is not one-dimensional; nor is it purely local in its causes and solutions. Therefore, Oxfam's work addresses not only material and technical change, but also the related economic, social, institutional and policy changes which are necessary to end poverty and achieve development and wellbeing. The Oxfam Nepal Vision is: The people of Nepal are empowered and work together to attain a life of dignity with justice and equal rights for all. The Overall Nepal Programme Goal is: to improve the well being of vulnerable people through strengthening their participation in development and governance processes and reducing poverty and suffering.

Hiring a consultant for Oxfam Safer WASH Construction Workers (SWCW)  

Background

This concept note has been prepared regarding the safety of Oxfam WASH community construction workers. The training programmes on Safer WASH Construction Workers (SWCW) was prepared with the view to increase safety awareness of Oxfam WASH Construction Workers, with the possibility of expansion across other districts within which Oxfam WASH operates. It will help to promote safety and prevent unintentional injuries including, burns, cuts, falls, road traffic accidents, drowning, poisoning, and animal bites. It can be achieved through Research, Education-Training, Innovation and Advocacy.  

The World Health Organisation (WHO) estimates that more than 5 million people die worldwide each year as a result of injuries, accounting for nearly 1.7 times the number of fatalities that result from HIV/AIDS, tuberculosis and malaria combined. 90% of these injury related deaths occur in low and middle income countries (LMICs), and in 2010 in Nepal it was estimated that injuries accounted for almost one quarter of all deaths of adolescents. However, with no national death registration or injury surveillance system in Nepal, it is challenging to ascertain actual figures. However, it is clear that any available statistics hugely underestimate fatalities and disabilities resulting from unintentional injury.  

Safety knot concept has embedded the Sustainable Development Goals (SDGs) at the heart of programming design. SDGs seek to drive reform, and it can be suggested that these will act as a catalyst for change and promote community health, safety and well-being. For the purposes of this proposed programme, SDG Goal 3 ‘to ensure healthy lives and promote well-being for all at all ages’ is of particular relevance. By 2030, it has aimed to reduce by one third premature mortality from non-communicable diseases through prevention and treatment and promote mental health and well-being.   

The main approach to safety is collaborative, and is in no way a blame allocation exercise. It will help to identify areas which are working well, along with weaker areas which can be strengthened. This proposed programme is key to promoting safety awareness amongst WASH Construction Workers, there must be a strong onus on Oxfam and relevant stakeholders at multi levels to champion and implement the programme content after programme completion. Without this ownership taken by Oxfam, meaningful impact and change to safety practices may not be seen. For the purposes of this proposed programmes, SWCW will be piloted in one district, Nuwakot.   

Objectives of the Assignment

The objectives of SWCW Programme are:

  • Raise safety awareness and increase safety knowledge of the WASH construction workers in Nuwakot district (district to be confirmed).
  • WASH construction workers feel empowered to take ownership of safety whilst working with Oxfam.
  • Decreased number of injuries, resulting disabilities and fatalities of WASH construction workers in Nuwakot.
  • Safetyknot Nepal will create a safety plan including suggested safety procedures in collaboration with WASH Oxfam which can be implemented into the WASH programme.
  • Four Oxfam personnel selected by Oxfam, will receive training in how to promote understanding and adherence of this programme content, and how to promote programme sustainability within WASH. 
  • Safetyknot Nepal produces an actionable, accessible recommendations report for WASH Oxfam.
  • Original programme conducted, highlighting Oxfam as an INGO leader in the field of safety in Nepal. 

Scope of Services and Tasks and Activities to be completed

This programme is designed to integrate remote components conducted from Kathmandu to maximise time and cost efficiency. Following are the list of activities to be accomplished:

A.Safety Analysis (Remote from Kathmandu)

The overall scope of this consulting assignment is to gain a deeper understanding of current safety policies and procedures, to ascertain what is currently in place, what is missing, and what can be built upon.  The team member from WASH Oxfam is designated as a point of contact. All documented WASH accidents, injury logs, and incident reports are to be shared. In addition, it requests full details and examples of any planned or already implemented health and safety messaging, including leaflets, brochures, murals, signage, and noticeboards. 

B.Needs Assessment (Site Visit 1)

The team will conduct a comprehensive Needs Assessment with key stakeholders in Nuwakot (district to be confirmed). The consultant specialises in a people centred, action research methodology, to promote empowerment and ownership of all involved. They will use tailored and adapted research techniques designed specifically for different age groups, literacy levels, and roles within the organisation, to ensure that the content and delivery is appropriate for their needs. Potential research tools include transect walks, stakeholder risk mapping, key informant interviews, focus group discussions, and a knowledge attitude and practices survey. 

C. SWCW Programme Development (Remote from Kathmandu)

Using the information gathered from the safety analysis and needs assessment, the team will design a bespoke safety training which will reflect the identified safety concerns. The exact content of the Safety Programme will be finalised based upon findings, however, the training will focus on participatory methodology, making the training accessible to the intended audience. The consultant will work with both national and international trainers and curriculum designers, ensuring that the training developed is of high quality and best practice, and contextually appropriate for Nepal, and participants with low literacy rates.

D. SWCW Implementation (Site Visit 2)

Delivery of bespoke safety training developed for SWCW will be delivered to WASH construction workers in Nuwakot (district to be confirmed), using highly participatory methodology. Four Oxfam personnel will be trained in the content of this programme, and given training in how to promote implementation, adherence, refreshment, and sustainability of this programme with colleagues and construction workers within WASH. 

E. SWCW Training & Follow Up Assessment (Site Visit 3)

Final training will be delivered by the consultant, and a follow up assessment will also be conducted to assess the level of uptake and compliance to advised safety practices. This visit provides the opportunity to provide refresher training and individual support if required.

F. Recommendations Report 

At the end of the intervention, the consultant will provide Oxfam with an accessible, practical, actionable recommendations report.  This recommendations report will be complied using all information gathered, and is intended to be an easy to understand, implementable document, with actions identified at multi levels, to be implemented and championed by key stakeholders.

Expected Deliverables

  1. A detailed, accurate and articulated final report on the Safer WASH Construction Workers. The report will also include photographs, community voices, good case studies and clear recommendation.
  2. Separate need assessment and training reports (2 nos).
  3. Develop guideline on safer WASH construction workers
  4. After the completion of the field study and before the final reporting, a presentation to Oxfam is expected on the findings and suggestions / recommendations. 

Reporting Line Manager

This work is to be delivered to the Project Coordinator, Oxfam in Nepal and overseen by the National WASH Technical Lead, Oxfam.

Scope and outputs will be signed off by other relevant technical leads in order to ensure full delivery and timeliness. 

Duration: Start date and completion date

The estimated input of the consultant is 45 days (7 days per week). The assignment is expected to start on December 1, 2017 and be finalised by no later than January 15, 2017.

Confidentiality / Non disclosure

All material issued in connection with this ToR shall remain the property of Oxfam and shall be used only for the purpose of this procurement exercise. All information provided shall be either returned to Oxfam or securely destroyed by unsuccessful applicants at the conclusion of the procurement exercise.

During the performance of the assignment or at any time after expiry or termination of the Agreement, the Consultant shall not disclose to any person or otherwise make use of any confidential information which s/he has obtained or may in the course of this agreement relating to partner organization/Oxfam, the respondents or otherwise.

The consultant will be required to sign a non disclosure / confidentiality agreement as part of their undertaking of this work.  

Intellectual property, Copyright, and Ownership of all prepared information

The Consultant shall retain all rights to pre-existing (background) intellectual property or materials used by the Consultant in the delivery of this study. All arising intellectual property, ideas, materials, processes or processes formed in contemplation, course of, or as result of this study shall be passed to Oxfam without restriction.

The Consult shall warrant that all arising Intellectual Property, materials and/or products produced in pursuit of this study shall be original, and shall not infringe on any third party’s claim. All technical or business information, in whatever medium or format, originated, collated or prepared by or for the Consultant in contemplation, course of, or as result of this assignment shall be transferred to Oxfam without restriction on completion and shall not be used by the Consultant for any other purpose without express written permission of Oxfam’s Head of Programme Funding.

Copyright of all arising documents, data, information or reports produced by the Consultant under this agreement shall belong to Oxfam and will be passed to Oxfam without restriction. Such documents, data, information and reports shall not be used by the Consultant for any other purpose other than in conjunction with this assignment, without the express written permission of Oxfam’s Head of Programme Funding.
