Oxfam in Nepal

Oxfam has been working in Nepal since the early 1980s undertaking various development initiatives addressing the poverty and injustice faced by women and other socially and economically excluded groups. The level of Oxfam's engagement increased substantially after restoration of democracy in 1990 as it became easier for civil society to work in the new political environment. Over the years, Oxfam has worked in partnership with local civil society organisations and the government to promote rural livelihoods, and vulnerable communities' resilience to climatic shocks and disasters. It has also significantly contributed to empowering community people, especially women, to; negotiate with people in power, influence decision making processes, claim rights and essential services to which they are entitled, demand accountability on the part of duty bearers and engage larger masses in advocacy efforts. Oxfam also worked closely with UNHCR in providing assistance to Bhutanese refugees during the 1990s. Oxfam and its long term programme partners believe that the underlying structural causes and drivers of poverty must be addressed if improvements in peoples's lives are to be broad and lasting. Poverty is not one-dimensional; nor is it purely local in its causes and solutions. Therefore, Oxfam's work addresses not only material and technical change, but also the related economic, social, institutional and policy changes which are necessary to end poverty and achieve development and wellbeing. The Oxfam Nepal Vision is: The people of Nepal are empowered and work together to attain a life of dignity with justice and equal rights for all. The Overall Nepal Programme Goal is: to improve the well being of vulnerable people through strengthening their participation in development and governance processes and reducing poverty and suffering.

Terms of Reference: GIS Training

BACKGROUND

In order to build the capacity of Oxfam staff who are actively engaged in the development and emergency response activities in Oxfam in Nepal. This course will provide hands on practice on GIS in different programs. The application of knowledge is crucial in decision making in project assessment, planning and monitoring.

The course will offers basic GIS training that covers the fundamental GIS concepts and GIS as tools for programs in DRR and WaSH.  Its application will be very crucial in disaster preparedness and planning, disaster response and mitigation, recovery and rehabilitation.

The course will be delivered using fully developed learning techniques with an emphasis on interactive lectures, practical sessions and group exercises. The course will be enriched by resource person using their wealth of practical experience in the field to provide cutting edge. Participants will also be encouraged to share their experiences of managing DRR information that will be helpful in formulating the projects.

OBJECTIVE OF THE ASSIGNMENT

The main objectives of the training will be outlined as follows.

  • Overview of GIS
  • Fundamentals of GIS, GIS Analysis
  • Download the GPS survey data from GPS receiver and visualize in GIS environment
  • Visualize the GIS spatial data on Google Earth Environment.
  • Use of spatial information in disaster management
  • Use of spatial data  in  pre and post disaster management
  • Use of spatial data in the design of disaster risk reduction measures

METHODOLOGY

The training course will content rigorous Lecture and Practical sessions. The GIS training sessions will define and describe basic concepts and terminology related to geospatial information technology. It will apply basic methods and functionalities of GIS software (ESRI ArcGIS) to produce geographic information. The participants will be able to identify, access, search, collect, organize and analyze geospatial data relevant to disaster risk reduction and will produce informative and attractive maps. The training will cover a methodology for disaster risk assessment, disaster risk reduction planning, disaster risk responses and emergency relief operations. It will enhance knowledge on open source GIS data and types including open source GIS platforms.

The consultant will depute four resource persons for the training and provide twenty laptops for participants with accessories, the training venue and other logistic support will be provided by the Oxfam International Nepal.

Time Duration: 5 Days

Deliverables

  • A draft report on GIS Training and it should be submitted after a wwek of completion of the training.
  • Final report should be submitted one week after the comments and feedback received on draft report.
  • Handout of each class with clear and concise information on topics should be provided to all the participants.

Requirement in Consultancy

  • At least 5 years of experience in GIS, Hazard Mapping, Web based GIS
  • Prior experience in distinguished technical training in last three years
  • Submission of the Tax Clearance document (updated) and Company Registration certificate
  • Submission of list of prior relevant experiences on similar Training activities
  • Detail Financial breakdown of the cost
