Oxfam has been working in Nepal since the early 1980s undertaking various development initiatives addressing the poverty and injustice faced by women and other socially and economically excluded groups. The level of Oxfam's engagement increased substantially after restoration of democracy in 1990 as it became easier for civil society to work in the new political environment. Over the years, Oxfam has worked in partnership with local civil society organisations and the government to promote rural livelihoods, and vulnerable communities' resilience to climatic shocks and disasters. It has also significantly contributed to empowering community people, especially women, to; negotiate with people in power, influence decision making processes, claim rights and essential services to which they are entitled, demand accountability on the part of duty bearers and engage larger masses in advocacy efforts. Oxfam also worked closely with UNHCR in providing assistance to Bhutanese refugees during the 1990s. Oxfam and its long term programme partners believe that the underlying structural causes and drivers of poverty must be addressed if improvements in peoples's lives are to be broad and lasting. Poverty is not one-dimensional; nor is it purely local in its causes and solutions. Therefore, Oxfam's work addresses not only material and technical change, but also the related economic, social, institutional and policy changes which are necessary to end poverty and achieve development and wellbeing. The Oxfam Nepal Vision is: The people of Nepal are empowered and work together to attain a life of dignity with justice and equal rights for all. The Overall Nepal Programme Goal is: to improve the well being of vulnerable people through strengthening their participation in development and governance processes and reducing poverty and suffering.

Introduction

Gender Equality is a principle value of the Commonwealth Charter. The Secretariat’s strategic plan (2014-17) prioritises the importance of gender equality and gender mainstreaming as a means to delivering projects and programmes that promote equity for all and more sustainable development solutions.

Gender Equality is a principle value of Oxfam and views all forms of violence against women including, child early and forced marriage (CEFM), domestic violence, sex trafficking, sexual assault and harassment, a major obstacle to women’s and girls’ development, and one of the most widespread barriers to end poverty and discrimination. Through the Gender Justice Programme, Oxfam in Nepal envisions a safe and just society where women enjoy equal rights and are valued and acknowledged as decision makers at all levels. Since the establishment OXFAM Nepal has worked in the a wide range of experience in implementing project on combating gender based violence, women’s leadership, and child early and forced marriage (CEFM). In addition, gender mainstreaming is a crosscutting mandate in all other programmes.  

Rationale for the Training 

This training has been planned realizing the need for capacity building within Oxfam in Nepal for gender analysis and gender integrated planning, which has been largely centered on stand-alone gender programme – mainly Gender Justice Pillar of the Sustainable Development Programme. For other programmes of the sustainable development programme such as Food and Economic Justice (FEJ) and Disaster Risk Reduction (DRR) and Climate Change and Adaptation (CCA), integration of gender into the project management cycle (PCM) and monitoring and evaluation has been more on ad-hoc basis utilizing the existing knowledge within the team. Although, all new staff receive an orientation of gender-related projects and ways of working and are encouraged to take online introduction course to gender concepts, systematic analysis and planning to ensure gender responsiveness in design and delivery needs further strengthening.  This training therefore aims to systematically build the capacities of Oxfam in Nepal staff on gender, gender analysis and gender integrated planning to ensure gender mainstreaming within the organization and its programmes. 

Target group for the training

Designation: Programme Directors, Programme Managers, Team Leaders and Project Coordinators from various programme units in Oxfam, particularly Gender Justice, Food and Economic Justice, Disaster Risk Reduction and Climate Change/Adaptation, Human Resource, Finance, and Earthquake Response.   

Expected number of trainees: 25-30 participants 

Objective of the training

  • To improve understanding of gender, gender equality, gender integrated planning and gender analysis processes of Oxfam managerial and planning staff;
  • To improve their skills to assist with gender sensitive project/programme planning and policy development for greater gender equality;
  • To enhance their skills to operate with greater sensitivity and awareness of gender equality and diversity throughout organizational management. 

Expected outcome of the training is for Oxfam supported programmes and projects to demonstrate gender equality principles in design, implementation, monitoring, evaluation and learning.  

Required Qualifications, Experience and Competencies

i. Substantive experience (10 years +) in the field of gender equality and women’s empowerment and strong knowledge of gender mainstreaming, gender analysis and integrated gender planning approaches and frameworks, training, implementation and evaluation in food security, livelihoods, disaster risk reduction & climate change/adaptation and other organizational management.

ii. Proven experience of training course design, development and facilitation of training programmes for both individual and organizational transformative change.

iii. Experience of facilitating participatory and interactive capacity building for a diverse group of managers and planning offices from different sectors, particularly gender, food security, livelihoods, disaster risk reduction and climate change and other organizational management.

iv. Strong knowledge of sustainable development programme and project cycle management process.

v. Excellent interpersonal and communication skills in written and spoken English. 

vi. Knowledge of Oxfam’s mandates and ways of working will be an added advantage

Deliverables

 

  • Proposal for the training course outlining the content of the methodology, proposed topics, tools and work plan; 
  • Final design of the training program with instructional materials;
  • Conduct training course;
  • Facilitate the trainees in producing the course outputs;
  • A report on training outcomes, conclusions and recommendations  

Reporting

The consultant will report to the Gender Justice Programme Unit in Oxfam. It is expected that the trainer will work closely with the Gender Justice Team in the development of the training course. During the course development, the consultant will also be expected to consult with other programme units of Oxfam such as Food and Economic Justice, Disaster Risk Reduction and Climate Change and Adaptation, Human Resource etc.
