Oxfam in Nepal

Oxfam has been working in Nepal since the early 1980s undertaking various development initiatives addressing the poverty and injustice faced by women and other socially and economically excluded groups. The level of Oxfam's engagement increased substantially after restoration of democracy in 1990 as it became easier for civil society to work in the new political environment. Over the years, Oxfam has worked in partnership with local civil society organisations and the government to promote rural livelihoods, and vulnerable communities' resilience to climatic shocks and disasters. It has also significantly contributed to empowering community people, especially women, to; negotiate with people in power, influence decision making processes, claim rights and essential services to which they are entitled, demand accountability on the part of duty bearers and engage larger masses in advocacy efforts. Oxfam also worked closely with UNHCR in providing assistance to Bhutanese refugees during the 1990s. Oxfam and its long term programme partners believe that the underlying structural causes and drivers of poverty must be addressed if improvements in peoples's lives are to be broad and lasting. Poverty is not one-dimensional; nor is it purely local in its causes and solutions. Therefore, Oxfam's work addresses not only material and technical change, but also the related economic, social, institutional and policy changes which are necessary to end poverty and achieve development and wellbeing. The Oxfam Nepal Vision is: The people of Nepal are empowered and work together to attain a life of dignity with justice and equal rights for all. The Overall Nepal Programme Goal is: to improve the well being of vulnerable people through strengthening their participation in development and governance processes and reducing poverty and suffering.

BACKGROUND

Nepal ranks low on the UNDP Human Development Index; 145th out of 187 countries, which places it within the least developed country index . On the 25th April 2015 a 7.8 magnitude earthquake struck Nepal; two weeks later a second earthquake of similar magnitude exacerbated the damage. Nearly 9,000 people were killed and over 22,000 injured. More than 600,000 houses were totally destroyed, and a further 290,000 were damaged, leaving hundreds of thousands of families without shelter .  The total damage value of damage and loss caused by the earthquake is estimated to be close to USD 7BIllion . In response to the 2015 Earthquakes and to reduce risk and improve preparedness and resiliency, Oxfam’s Humanitarian Department has developed technical sector-specific strategies for WASH, EFSVL, gender and protection, and shelter. 

Oxfam Humanitarian Department is currently working in the 7 districts (12 municipalities and 41 VDCs) most affected by the earthquake. Our interventions target the most vulnerable specifically women and those with unequal access to resources such as Dhalits and other caste/ethnic minorities. As mandated by the government of Nepal, Oxfam is dedicated to building the capacity of and working through partners. The Department is working currently through 18 partners – 4 per field district. 

RATIONALE

Oxfam works with others to take action to achieve common goal for overcoming poverty and injustice. Oxfam aim is to achieve consistently good quality and honest relationship with all partners. This will be achieved through paying attention two ways of working and maximizing impact by delivering good financial and program management.

Relationship with Oxfam’s partners’ are based on mutual respect for the contribution that each party brings. Support organizational and institutional capacity strengthening is part of Oxfam partnership policy. Therefore Oxfam support in capacity building of partner organizations and their staff as well as develop and strengthen policy procedure as part of organizational development. 

Based on partners capacity assessment especially focused on gender and protection, found eight  of partners have GESI policy for donor requirement and ten no of partners even no policy at all. So this is very important to support partners to have policies and practice in place especially working through large number of partners and staff in emergency as well as recovery and reconstruction phase.

Therefore, Oxfam has decided to support partners on review and develop GESI policy and Code of Conduct in line with Oxfam Gender and Diversity and Safeguarding policies as well as government policy and laws in each partner under humanitarian program, hence this ToR for.  

OBJECTIVES

  • To support partners who do not have GESI policy and code of conduct in developing one and to those who have in revising and reviewing it.
  • To support our partners in developing action plan for implementing policies
  • Develop monitoring mechanism to evaluate effectiveness of policies in practice 

OUTPUTS:

  • 18 Humanitarian partners GESI policy developed 
  • 18 Humanitarian partners Code of conduct developed 
  • Action Plan and monitoring mechanism developed 

SCOPE OF WORK:

The Consultant will take overall responsibility and lead development of partners GESI policy and code of conduct in consultation with partners and Oxfam Gender and Protection technical team.

  • Review and update as on government policies, provisions and political decisions based on government GESI policy, Oxfam policies and code of conduct and Constitution of Nepal 2072, 
  • Conceptual clarity on area for GESI policy and code of conduct among partners and get input for drafting GESI policy and Code of Conduct through partners’ consultation workshop with partners representative ( board member and ED)
  • Share draft GESI policy and Code of Conduct to partners for their input 
  • Partner will discuss among team and bring feedback/input on documents
  • Incorporate input/feedback and finalize the documents 
  • Develop implementation plan and monitoring mechanism of GESI policy and Code of Conduct in each partner
  • Consultant will visit district partners and organize partners consultation workshop among board members and PCs and gender officers from three partners in each district 

WORKING DISTRICTS

  • Kathmandu Valley, Dhading, Gorkha, Nuwakot and Sindhupalchowk 

PROPOSAL FROM CONSULTANT:

The Consultant/agency will submit a brief technical and financial proposal as well as an updated CV to Oxfam. The financial proposal should include Consultant’s fee including other expenses if any.

 DESIRED QUALIFICATION/SKILLS:

  • Sound knowledge of gender, social inclusion, women’s rights, and organizational development and governance  issues especially gender policy
  • Good knowledge of impact of existing policies and legal provision 
  • Sound knowledge and skills on developing  gender and social inclusion policy or strategy  and code of conduct against gender based violence
  • Willingness to work in a team and support to partners with using different participatory tools
  • Consultant(s) must have VAT registration certificate  

 DURATION

The consultancy duration will be of one month which is expected to start from 13 February 2017.
