Oxfam has been working in Nepal since the early 1980s undertaking various development initiatives addressing the poverty and injustice faced by women and other socially and economically excluded groups. The level of Oxfam's engagement increased substantially after restoration of democracy in 1990 as it became easier for civil society to work in the new political environment. Over the years, Oxfam has worked in partnership with local civil society organisations and the government to promote rural livelihoods, and vulnerable communities' resilience to climatic shocks and disasters. It has also significantly contributed to empowering community people, especially women, to; negotiate with people in power, influence decision making processes, claim rights and essential services to which they are entitled, demand accountability on the part of duty bearers and engage larger masses in advocacy efforts. Oxfam also worked closely with UNHCR in providing assistance to Bhutanese refugees during the 1990s. Oxfam and its long term programme partners believe that the underlying structural causes and drivers of poverty must be addressed if improvements in peoples's lives are to be broad and lasting. Poverty is not one-dimensional; nor is it purely local in its causes and solutions. Therefore, Oxfam's work addresses not only material and technical change, but also the related economic, social, institutional and policy changes which are necessary to end poverty and achieve development and wellbeing. The Oxfam Nepal Vision is: The people of Nepal are empowered and work together to attain a life of dignity with justice and equal rights for all. Background and Purpose of Assignment 

The 7.8 magnitude earthquake on 25 April 2015 and the strong aftershock on 12 May 2015 that struck Nepal has left a trail of destruction causing severe damage to houses and public infrastructure with thousands of casualties. Communities remain vulnerable after the earthquake. Many humanitarian organizations are now working in these communities in emergencies and still in recovery phase. Oxfam has been actively working in 7 of the 14 worst affected districts with emergency and recovery support. To identify the vulnerable groups, communities and real beneficiaries along with supporting local government agencies for development of LDRMP Vulnerability Capacity Assessment (VCA) data are collected. 

The data are collected using formatted tools by OXFAM Nepal team. Considering the future risk of disaster and existing vulnerability of community structure, infrastructure, people data’s are collected. These data needs to be analyzed in different aspects like climate change and disaster vulnerability, vulnerable population based on gender and Protection, and inclusiveness. Most of the data collected through VCA are qualitative that needs to be properly analyzed to get the need, concern and risk of the community. The data should be analyzed in such a way that this could help local government agencies for gender and DRR friendly planning and OXFAM Nepal to develop future strategy for development interventions.

For this purpose, Oxfam is seeking proposals from organization/Individuals with required technical experience in analyzing huge Data using modern software like R-analysis and python for micro level analysis of situation within limited time frame.  

Objective of the Assignment

To analyze huge amount of VCA Data to show the real scenario of communities in earthquake affected districts where OXFAM is working.  

Specific Objectives: 

  • To analyze the data with Gender, Climate change and Disaster vulnerability.
  • To prepare the LDRMP for each VDC  with the findings from VCA to tabulate and analyze both quantitative and qualitative data and develop one compiled report of the VCA findings with proper need, concerns of the community and recommendation 
  • Disseminate the findings of the VCA in each districts 

Scope of the Assignment 

The contracted organization/Individual should be able to analyze the available data with different variables related to Gender and protection, and CCA/DRR according to the requirements outlined in the objectives above and provide visual based timely reports. 

Oxfam will provide wholesome package to Consultant. Consultant should provide draft report with detail analysis in different aspects meeting above objectives. Initial draft printing cost with cost of consultant  should be arranged by consultant.

Payment Method

The consultant will receive 30% of total amount after signing the contract agreement. Rest 70% amount will be paid after submitting the final report to OXFAM. 

Methodology: 

The detailed methodology and work plan for executing deliverables need to be mentioned in the technical proposal. Perceived risks and associated contingency planning should also be mentioned.  

Selection Criteria / Competencies 

  • The organization/individual must have demonstrated technical expertise and capabilities in analyzing huge data.
  •  The applicant organization/individual must prove to have qualified human resource and the ability to analyze data in CCA/DRR aspect from gender perspective and analyze the gender and protection data as well. 
  •  They must have proven experience in working with technology for analysis information/data’s and producing visual reports apart from using standard statistical tools. 

Competencies required

  • Sufficient number of technical staff/resource
  • Previous experience of working with DRR and Gender related huge data
  • Good analytical and report writing skills.
