Oxfam has been working in Nepal since the early 1980s undertaking various development initiatives addressing the poverty and injustice faced by women and other socially and economically excluded groups. The level of Oxfam's engagement increased substantially after restoration of democracy in 1990 as it became easier for civil society to work in the new political environment. Over the years, Oxfam has worked in partnership with local civil society organisations and the government to promote rural livelihoods, and vulnerable communities' resilience to climatic shocks and disasters. It has also significantly contributed to empowering community people, especially women, to; negotiate with people in power, influence decision making processes, claim rights and essential services to which they are entitled, demand accountability on the part of duty bearers and engage larger masses in advocacy efforts. Oxfam also worked closely with UNHCR in providing assistance to Bhutanese refugees during the 1990s. Oxfam and its long term programme partners believe that the underlying structural causes and drivers of poverty must be addressed if improvements in peoples's lives are to be broad and lasting. Poverty is not one-dimensional; nor is it purely local in its causes and solutions. Therefore, Oxfam's work addresses not only material and technical change, but also the related economic, social, institutional and policy changes which are necessary to end poverty and achieve development and wellbeing. The Oxfam Nepal Vision is: The people of Nepal are empowered and work together to attain a life of dignity with justice and equal rights for all. The Overall Nepal Programme Goal is: to improve the well being of vulnerable people through strengthening their participation in development and governance processes and reducing poverty and suffering.

Conducting On the Job Training for Masons 

 

Background

The Gorkha earthquake of April 2015 and its aftershocks had damaged and destroyed more than 750,000 houses as well as large number of schools, health facilities, and other government buildings and infrastructures. The Government of Nepal, with support from I/NGO and international development partners, is providing financial and technical assistance and to facilitating access to materials and skilled labour to enable house owners to rebuild their houses.

The scale of the disaster is huge hence requiring information and skilled masons to follow disaster resistant construction practices are inevitable at this moment. NRA estimates that more than 65000 masons and carpenters will be required for the reconstruction and more than 30000 new masons will have to be trained to meet the requirement of 65,000 masons. 

Oxfam has also been actively working in 7 of the 14 worst affected districts from the devastating earthquake of 2015. As part of Oxfam’s commitment to contribute in the reconstruction process, Oxfam is seeking proposals from an organization with required technical experience in conducting 50 days On the Job Training (OJT) on the approved curriculum from CTEVT and DUDBC.

 

Objectives of the Assignment

The primary objective of training programmes is to ensure that adequate skilled human resources essential for reconstruction after the 2015 Nepal Earthquake are available. 

•To conduct 15 numbers of 50 days on the job training to train 150 new masons as per the approved curriculum of CTEVT on earthquake resistant construction technology.

•To support government's initiative to produce required number of trained masons to be engaged in re-construction field after the training completion.

•To construct the demonstration houses through identified house owners where they shall receive the housing grant assistance in trenches as per the GoN/NRA guidelines.

 

Scope of Services and Tasks and Activities to be completed

The overall scope of this consulting assignment is to provide On-the-Job Training to local people through construction of demonstration houses of identified house owner as per the NRA guidelines by meeting all the compliances at ward level.

Activities will include, but may not be limited to, the following: 

•Support Oxfam, Partners and Local authority to select trainee masons and house owners to be constructed through On the job training.

•Ensure the provision of qualified and certified trainers.

•Conduct skill test for the trained masons as per the CTEVT procedures on completion of the training and handover skill test certificate to the graduates without any delay.

•Implement of all training events in line with agreed guidelines of NRA, DUDBC and CTEVT.

•Provide required support to house owners to construct houses such as design, estimate and any other paper works.

•Monitoring of the process and results of all the training events and reports to Oxfam.

•Furnish the additional support services like coaching and advice on opportunities for their reconstruction as well as linkage to Government and other service agencies for the necessary supports to the trainees.

•Timely submit the progress and financial reports to Oxfam.

•As per the guideline of NRA, the training events will be planned to achieve one model house of identified owner.

•Manage and support to the inspection team from DLPIU engineers to get certified at the plinth level, roof level and after completion of the demonstration house.

•Facilitate house owner to get remaining trances of grant assistance of GoN.

•Must consider convergence and geography to have greatest impact and excellent Value for Money, whilst reaching the poorest and most marginalised in communities. 

•Must strongly consider gender and the experience of marginalised girls and women in all analysis and review work, in liaison with the Oxfam Nepal team’s colleagues working on gender and governance.

•Supervise trained masons after completion of the On-the-Job Training.

•Submit completion report after completion of the training and construction demonstration house.

 

Expected Deliverables

1.Inception report (agreed with Oxfam and outlines how the assignment will be done)

2.First draft report with key findings and recommendations and then presented to key

stakeholders for input.

3.Final full report (2 Copies).

4.Prepare Case studies and success studies report.

5.Copy of certification from NRA/DLPIU on completion of demonstration houses.

6.All the data sets on CD and Flash Disk 

 

Reporting Line Manager

This work is to be delivered to the Housing Program, Nuwakot Field Office, Oxfam in Nepal and overseen by the District Program Manager.

Scope outputs will be signed off by Shelter Officer, Nuwakot in order to ensure full delivery and timeliness.

 

Duration: Start date and completion date

The estimated input of the consultant is five months for the completion of On the Job Training and 7 months for supervision of trainee. The assignment is expected to start on 1 September  2017 and be finalised by no later than March 30, 2017.

Confidentiality / Non disclosure

All material issued in connection with this ToR shall remain the property of Oxfam and shall be used only for the purpose of this procurement exercise. All information provided shall be either returned to Oxfam or securely destroyed by unsuccessful applicants at the conclusion of the procurement exercise.

During the performance of the assignment or at any time after expiry or termination of the Agreement, the Consultant shall not disclose to any person or otherwise make use of any confidential information which s/he has obtained or may in the course of this agreement relating to partner organization/Oxfam, the respondents or otherwise.

The consultant will be required to sign a non disclosure / confidentiality agreement as part of their undertaking of this work. 

 

Intellectual property, Copyright, and Ownership of all prepared information

The Consultant shall retain all rights to pre-existing (background) intellectual property or materials used by the Consultant in the delivery of this study. All arising intellectual property, ideas, materials, processes or processes formed in contemplation, course of, or as result of this study shall be passed to Oxfam without restriction.

The Consult shall warrant that all arising Intellectual Property, materials and/or products produced in pursuit of this study shall be original, and shall not infringe on any third party’s claim. All technical or business information, in whatever medium or format, originated, collated or prepared by or for the Consultant in contemplation, course of, or as result of this assignment shall be transferred to Oxfam without restriction on completion and shall not be used by the Consultant for any other purpose without express written permission of Oxfam’s Head of Programme Funding.

Copyright of all arising documents, data, information or reports produced by the Consultant under this agreement shall belong to Oxfam and will be passed to Oxfam without restriction. Such documents, data, information and reports shall not be used by the Consultant for any other purpose other than in conjunction with this assignment, without the express written permission of Oxfam’s Head of Programme Funding.
