Oxfam in Nepal

Oxfam has been working in Nepal since the early 1980s undertaking various development initiatives addressing the poverty and injustice faced by women and other socially and economically excluded groups. The level of Oxfam's engagement increased substantially after restoration of democracy in 1990 as it became easier for civil society to work in the new political environment. Over the years, Oxfam has worked in partnership with local civil society organisations and the government to promote rural livelihoods, and vulnerable communities' resilience to climatic shocks and disasters. It has also significantly contributed to empowering community people, especially women, to; negotiate with people in power, influence decision making processes, claim rights and essential services to which they are entitled, demand accountability on the part of duty bearers and engage larger masses in advocacy efforts. Oxfam also worked closely with UNHCR in providing assistance to Bhutanese refugees during the 1990s. Oxfam and its long term programme partners believe that the underlying structural causes and drivers of poverty must be addressed if improvements in peoples's lives are to be broad and lasting. Poverty is not one-dimensional; nor is it purely local in its causes and solutions. Therefore, Oxfam's work addresses not only material and technical change, but also the related economic, social, institutional and policy changes which are necessary to end poverty and achieve development and wellbeing. The Oxfam Nepal Vision is: The people of Nepal are empowered and work together to attain a life of dignity with justice and equal rights for all. The Overall Nepal Programme Goal is: to improve the well being of vulnerable people through strengthening their participation in development and governance processes and reducing poverty and suffering.

Hiring a consultant for Conducting Gender Analysis Workshop  

Background

Oxfam has been working in Nepal since 1980s undertaking various humanitarian initiatives to save lives and serving people in disasters mainly flood, landslide, earthquake in different districts of Nepal. As a humanitarian organization, it started to response the devastating earthquake of 25th April, 2015. Right now, OXFAM is working in 6 districts including three districts in recovery and reconstruction after the earthquake in Nepal. Gender Equality is a principle value of Oxfam and views all forms of violence against women/girls,  including child early and forced marriage (CEFM), domestic violence, sex trafficking, sexual assault and harassment, a major obstacle to women’s and girls’ development, and one of the most widespread barriers to end poverty and discrimination. Through the Gender and Protection standalone project and mainstreaming program Oxfam in Nepal envisions reaching out the most vulnerable and transforming the disaster into opportunity 

The Post Disaster Need Assessment (PDNA) carried out by National Reconstruction Authority (NRA) within 15 days of earthquake acknowledges that the representation of discriminated social groups by all recovery programs is not only essential to ensure the benefit equally from the recovery programs, but also to ensure that they are not further marginalized.  With this in mind post disaster recovery framework has been developed by National Reconstruction Authority (NRA) that puts the need and issues of women and marginalized in the center of recovery and reconstruction. Gender Equality and Social Inclusion (GESI) unit in the NRA to ensure integration of GESI measures for all recovery and reconstruction processes and ensure women’s leadership and participation during planning, implementation and monitoring of recovery and reconstruction efforts at national, regional and district levels. 

Gender and Protection interacts with other factors such as age, ethnicity, caste, class, religion, and geographical location, to determine an individual’s human right and ability to access resources, safe, do no harm, information and services and to participate in a given society. This intersectional identity determines the vulnerabilities and strengths of women, men, girls and boys in both natural disasters and conflict. Due to gendered expectations, gender norms, gender based violence (GBV) and economic status the vulnerability of women and girls has increased. Nonetheless, with transformation of knowledge, skill and leadership and providing better and equitable opportunities women/girls and men/boys can emerge as change agent. 

Rationale 

This workshop has been planned realizing the need for capacity building within Oxfam in Nepal for gender analysis and gender responsive budgeting which has been largely centered on stand-alone gender programme under Gender and Protection and gender and protection mainstreaming under Emergency Food Security and Vulnerability Livelihoods (EFSVL), Water Sanitation and Hygiene (WaSH), Shelter, Disaster Risk Reduction (DRR), and to ensure gender responsive approach in Media Advocacy and Campaign (MAC) and Monitoring Evaluation Accountability and Learning (MEAL).   Although, all staff received an orientation on Oxfam minimum standards for Gender in Emergencies and from what level gender analysis is crucial, systematic analysis and planning to ensure gender responsiveness in design and delivery needs further strengthening.  This training therefore aims to systematically build the capacities of Oxfam in Nepal staff on gender, gender analysis and gender responsive budgeting to ensure gender mainstreaming within the organization and its programmes. 

Objectives of the Assignment

  • To enhance capacity of the team members in conducting gender analysis and using Gender Responsive Budgeting Tool to ensure gender equality at all level of programme cycle.
  • To improve their skills and knowledge of staff in developing gender responsive  project/programme, strategies and policies  for greater gender equality;
  • To identify gaps and way outs for better mainstreaming of gender into program and budget.
  • To enhance the skill to operate with greater sensitivity and awareness of gender equality and diversity throughout organizational management. 

Scope of Services and Tasks and Activities to be completed

The overall scope of this consulting assignment is to conduct gender analysis workshop. 

Activities will include, but may not be limited to, the following: 

  • Finalise workshop content and deliver approaches/methods
  • Prepare detail process report 
  • Identification of gaps and recommendations in mainstreaming gender
  • Must strongly consider the experience of sector team in gender  

Expected Deliverables

  • Proposal for the workshop course outlining the content of the methodology, proposed topics, tools and work plan; 
  • Final design of the workshop with instructional materials;
  • Conduct workshop course;
  • Facilitate the participants in producing the course outputs;
  • A detail process report on outcomes, conclusions and recommendations of the workshop 

Reporting Line Manager

The consultant will report to the Gender Technical Lead, Gender in Emergency unit in Oxfam. It is expected that the resource person will work closely with the Gender in Emergency team in the development of the course for the workshop. During the course development, the consultant will also be expected to consult with other programme units of Oxfam such as Food Security and Livelihood, Water Sanitation and Hygiene, Shelter, Disaster Risk Reduction, Media Advocacy and Campaign and Monitoring Evaluation Accountability and Learning.  

Duration: Start date and completion date

It is expected that assignment will take 6 days ( 2 day preparation, 3 day training delivery and 1 day report preparation). The workshop is scheduled from 20 to 22 June 2017.

Terms of Payment

The last instalment will be paid upon the submission of assignment as per this Term of reference with full satisfaction evaluated by hiring manager.

Confidentiality / Non disclosure

All material issued in connection with this ToR shall remain the property of Oxfam and shall be used only for the purpose of this procurement exercise. All information provided shall be either returned to Oxfam or securely destroyed by unsuccessful applicants at the conclusion of the procurement exercise.

During the performance of the assignment or at any time after expiry or termination of the Agreement, the Consultant shall not disclose to any person or otherwise make use of any confidential information which s/he has obtained or may in the course of this agreement relating to partner organization/Oxfam, the respondents or otherwise.

The consultant will be required to sign a non disclosure / confidentiality agreement as part of their undertaking of this work.  

Intellectual property, Copyright, and Ownership of all prepared information

The Consultant shall retain all rights to pre-existing (background) intellectual property or materials used by the Consultant in the delivery of this study. All arising intellectual property, ideas, materials, processes or processes formed in contemplation, course of, or as result of this study shall be passed to Oxfam without restriction.

The Consult shall warrant that all arising Intellectual Property, materials and/or products produced in pursuit of this study shall be original, and shall not infringe on any third party’s claim. All technical or business information, in whatever medium or format, originated, collated or prepared by or for the Consultant in contemplation, course of, or as result of this assignment shall be transferred to Oxfam without restriction on completion and shall not be used by the Consultant for any other purpose without express written permission of Oxfam’s Head of Programme Funding.

Copyright of all arising documents, data, information or reports produced by the Consultant under this agreement shall belong to Oxfam and will be passed to Oxfam without restriction. Such documents, data, information and reports shall not be used by the Consultant for any other purpose other than in conjunction with this assignment, without the express written permission of Oxfam’s Head of Programme Funding.
