Our everyday work with development and relief aid strives to help the oppressed, neglected and marginalized groups in our focus countries in Asia, the Middle East, Africa and Latin America to strengthen their possibilities of a life in dignity. , We are involved in several thematic areas with our work focusing on resilient livelihood, active citizenship, migrants’ rights, and humanitarian response in Nepal. Bangladesh, India and Pakistan.

DCA SARO in partnership with other act alliance members, has joined hand and initiated an Early Recovery project to support the Earthquake survivors on Dhading, Makawanpur, Rasuwa and Sindhupalchowk districts under one umbrella to ensure that beneficiaries would receive comprehensive support. We are looking for a well-qualified person to lead the communication, learning and documentation activities for ECHO Project on Early recovery support to earthquake affected communities in Nepal (NERP: Nepal Earthquake Recovery Project) in coordination with Consortium members (DCA LWF, ICCO and CA) of this project. 

MAJOR RESPONSIBILITIES

  • Act as an interface and link between the four consortium members as working partners for ECHO project and donor agency; engage in all the strategic directions and policy with the Consortium Steering Committee led by the DCA Regional Representative. 
  • Coordinate and liaise with the consortium members in overall processes of planning, budgeting and implementation of the project and enabling them for cross organizational culture for effective, project implementation, learning, sharing and documentation
  • Ensure the project action plans developed and implemented in line with the project document and confirming proper budgeting and reporting complying donor and Government of Nepal compliances. Ensure that consortium members will be implementing the project effectively through local partners following the agreed action plan and budget and complying government of Nepal and donor compliances. Be actively involved in preparation and approval of contingency plans to ensure that emergencies are accounted for within the process of the project planning and implementation. 
  • Explore the scope for possible partnerships, on a regular basis, between the consortium and various governmental and non-governmental organizations, for effective implementation and enhanced sustainability of the project. 
  • Facilitate project team in designing and implementation of monitoring and evaluation framework of the project to achieve project results as stated in the project document. 
  • Ensure that the crosscutting issues (gender, age, disability, ethnic consideration, etc.) are prioritized and incorporated in project action plan and implemented effectively by consortium members. 
  • Prepare quarterly and annual narrative reports of the project with financial statements and present to consortium members and donors. 
  • Work closely with DCA head of finance for budget revision, modification and financial reporting to ECHO. 

Applicants for the job should have minimum 5 years of project/consortium project management experience related to DRM and emergencies along with a post graduate degree in disaster management or master degrees in social or related science. The applicants must have excellent knowledge about disaster risk management and working in an ECHO funded project. Whilst experience in dealing with donor accountability, managing diverse teams, coordinating partner organizations is a must, excellent finance and communication skills in English is required. She/he should excel on writing proposals/reports and possess excellent interpersonal skills.

DCA works in the development sector in South Asia Region. All staff, therefore must have personal commitment and practice of social equity and equal rights. This position requires strong analytical, facilitation, communication and writing skills as well as fluency in written English.  The Consortium Manager should be aperson with excellent interpersonal communication skills and a good sense of humour. Willingness and ability to travel extensively across the region and flexibility at work is essential. 

The position will be located in DCA office in Kathmandu, Nepal and shall be paid under local/ national terms and conditions in accordance with existing salary scales and benefits.
