Oxfam has been working in Nepal since the early 1980s undertaking various development initiatives addressing the poverty and injustice faced by women and other socially and economically excluded groups. The level of Oxfam's engagement increased substantially after restoration of democracy in 1990 as it became easier for civil society to work in the new political environment. Over the years, Oxfam has worked in partnership with local civil society organisations and the government to promote rural livelihoods, and vulnerable communities' resilience to climatic shocks and disasters. It has also significantly contributed to empowering community people, especially women, to; negotiate with people in power, influence decision making processes, claim rights and essential services to which they are entitled, demand accountability on the part of duty bearers and engage larger masses in advocacy efforts. Oxfam also worked closely with UNHCR in providing assistance to Bhutanese refugees during the 1990s. Oxfam and its long term programme partners believe that the underlying structural causes and drivers of poverty must be addressed if improvements in peoples's lives are to be broad and lasting. Poverty is not one-dimensional; nor is it purely local in its causes and solutions. Therefore, Oxfam's work addresses not only material and technical change, but also the related economic, social, institutional and policy changes which are necessary to end poverty and achieve development and wellbeing. The Oxfam Nepal Vision is: The people of Nepal are empowered and work together to attain a life of dignity with justice and equal rights for all. The Overall Nepal Programme Goal is: to improve the well being of vulnerable people through strengthening their participation in development and governance processes and reducing poverty and suffering.

 Terms of Reference (TOR) for

Hiring a consultant for Conducting Monitoring and Evaluation Training 

Summary of TOR

Oxfam is seeking qualified and experienced firms, institutions or consultant(s) to give 5-day training on Monitoring and Evaluation to its staff and partner organisation staff in Monitoring and Evaluation. The training should be oriented towards more practical application of monitoring and evaluation in projects rather than theory-based presentation.

The Training is to be delivered in Kathmandu Valley. 

The job would require to train and help learn the trainees about:

  • the understanding of Monitoring and Evaluation and its relationship with project cycle
  • the methods and tools in project monitoring including for WaSH projects
  • approaches and tools in participatory monitoring and evaluation
  • introduction to evaluation and methods
  • preparing m&e plans/framework
  • writing a monitoring and evaluation report  

Interested parties, consultants or group of consultants are required to submit their details regarding the following:

  • Trainers/facilitators' Curriculum Vitae with references
  • Each trainers/facilitators' experience in conducting training on M&E (can be mentioned at the end of the CV)
  • Experience of monitoring in Water, Sanitation and Hygiene projects is desirable
  • Detailed training course content and methods
  • Consultancy fee including taxes 

The consultant will be required to write a brief report on the training.

Background

Oxfam is an international confederation of 20 affiliates working in over 90 countries, as part of a global movement for change, to build a future free from the injustice of poverty. Oxfam has been working in Nepal since the early 1980s undertaking various development initiatives addressing the poverty and injustice faced by the population, especially women and other socially and economically excluded groups. Oxfam in Nepal aims to support the process of development by complementing the government's works. 

Over the years, under its Sustainable Development Programme, Oxfam has worked in partnership with local civil society organisations and the government authorities and services to promote rural livelihoods, and vulnerable communities’ resilience to climatic shocks and disasters. It has also significantly contributed to empowering community people, especially women for rights and essential services.

In addition to this Oxfam has been implementing Earthquake Response Program in five most affected districts (Kathmandu Valley, Sindhupalchok, Nuwakot, Dhading and Gorkha) of Nepal since the devastating earthquake of 25th April 2015. Focusing mainly on Water Sanitation and Hygiene, Resilient Livelihood (Emergency Food Security and Vulnerable Livelihood), Housing (Shelter), Gender and protection and Disaster Risk Reduction sectors, Oxfam is working actively with its partners in earthquake response program which has now transitioned into recovery and reconstruction phase. 

Background for Consultancy:

Oxfam’s modality of working with partners is changing and evolving gradually. Most aspects of the program delivery is done through partners which, also implies that the implementing partners need to be strong in monitoring and evaluation to keep track of the project's progress, outputs and effects. Monitoring, Evaluation, Accountability and Learning (MEAL) is a significant part of programming in Humanitarian response program in Oxfam. In light of this, it has become imperative to equip partners and Oxfam staff on methods and tools of monitoring, data collection, analysing the collected data and making it useful for informed programmatic decision making. 

M&E is vital across the project cycle (design, planning, implementation, evaluation and dissemination). An effective M&E system is one which provides timely and reliable information for learning to support implementation of project activities in an accurate manner through evidence based reporting reported by the community among the other stakeholders that we work for. Based on evidence gathered, program staffs are able to make informed decisions to guide the improvement of program performance aimed at addressing emerging issues from community based on their needs. M&E provides opportunities to beneficiaries to provide input into the perception of our work with open and constructive criticisms and their feedback based on their experiences and to determine whether or not the programs implemented by us are carried out as agreed and in compliance with established standards and procedures. Furthermore, M&E contributes to organizational learning and knowledge sharing within the organization and with external stakeholders including donor communities. It plays pivotal role across the project cycle especially in supporting organizations to assess the impact of activities by highlighting accomplishments, achievements and spaces for improvements in the intervention. It facilitates performance tracking and gaps identification that is used in turn in resource mobilization. 

Based on this, Oxfam intends to provide a training for its field based program and partner staff on effective Monitoring and Evaluation approaches. The training will support Oxfam to improve its practices in M&E and adopt recommendations and suggestions that will come out from the M&E activities. The training will support on how M&E can be mainstreamed within Earthquake Response Program with efficacy and effectiveness. 

This training will mainly focus on strengthening the capacity of Oxfam and partner staff in participatory monitoring and evaluation as well as overall M&E practices. A total of 23 staff from partners and Oxfam will participate in the program.  

Objectives of the Assignment

The overall scope of this consulting assignment is to help develop a good understanding of monitoring and evaluation system of the project among monitoring and evaluation staff. The consultant will equip the participants in understand monitoring and evaluation and helping to gain necessary practical knowledge and measures in order to operationalize M&E (data collection, processing and analyzing) processes. The purpose of the M&E training will be to impart knowledge advanced knowledge and build advanced skills in M&E tools and M&E system design to Oxfam and partner staff. To some extent, this will be advanced refresher training but it is also expected that the consultant/firm will also bring on board new insights in M&E based on the current debate or discussion as informed by the current wave of innovation in Monitoring and Evaluation.  

Scope of Services and Tasks and Activities to be completed

  • Activities will include, but may not be limited to, the following: 
  • Theories and practices related to monitoring and evaluation 
  • Quick work on developing logframe and measuring indicators 
  • Mainstreaming M&E across the Project cycle: How can MEAL be mainstreamed within the program cycle or at project level? How can we draw learning from others to improve our current practice? M&E concepts: Provide insights or refresher on the current wave of thinking on various M&E approaches as used in humanitarian and development contexts. 
  • Quantitative/Qualitative M&E tools and methods
  • Participatory Methods/Tools in M&E
  • How can we translate learning into action points?
  • Based on the learning from the current innovations with the organization and other organizations, how best to improve our current practices in data management practices? 
  • Use interactive and inclusive approaches to conduct effective five day training as informed by the training module. 
  • Draft a training report with key actionable recommendations to be adopted by the program staff.  

The final scope of activities and contents of training will be finalised later on after discussions.

This work is to be delivered to the MEAL Coordinator, Oxfam in Nepal and overseen by the Program Quality Manager.

Scope outputs will be signed off by Program Quality Manager in order to ensure full delivery and timeliness. 

Duration: Start date and completion date

The estimated input of the consultants is 6 days (including 1 day for report writing). The assignment is expected to start on the second week of September or earlier. 

Additional week is available to complete the training report.

Confidentiality / Non disclosure

All material issued in connection with this ToR shall remain the property of Oxfam and shall be used only for the purpose of this procurement exercise. All information provided shall be either returned to Oxfam or securely destroyed by unsuccessful applicants at the conclusion of the procurement exercise.

During the performance of the assignment or at any time after expiry or termination of the Agreement, the Consultant shall not disclose to any person or otherwise make use of any confidential information which s/he has obtained or may in the course of this agreement relating to partner organization/Oxfam, the respondents or otherwise.

The consultant will be required to sign a non disclosure / confidentiality agreement as part of their undertaking of this work.  

Intellectual property, Copyright, and Ownership of all prepared information

The Consultant shall retain all rights to pre-existing (background) intellectual property or materials used by the Consultant in the delivery of this study. All arising intellectual property, ideas, materials, processes or processes formed in contemplation, course of, or as result of this study shall be passed to Oxfam without restriction.

The Consult shall warrant that all arising Intellectual Property, materials and/or products produced in pursuit of this study shall be original, and shall not infringe on any third party’s claim. All technical or business information, in whatever medium or format, originated, collated or prepared by or for the Consultant in contemplation, course of, or as result of this assignment shall be transferred to Oxfam without restriction on completion and shall not be used by the Consultant for any other purpose without express written permission of Oxfam’s Head of Programme Funding.

Copyright of all arising documents, data, information or reports produced by the Consultant under this agreement shall belong to Oxfam and will be passed to Oxfam without restriction. Such documents, data, information and reports shall not be used by the Consultant for any other purpose other than in conjunction with this assignment, without the express written permission of Oxfam’s Head of Programme Funding.
