RTI International is seeking “Child Health and Newborn Care (CH/NBC) Advisor” candidates for the USAID-Health for Life (H4L) Project. The Health for Life (H4L) is a five-year (2012-2017) project financed by USAID. The H4L project builds on accomplishments gained from USAID/Nepal’s health sector investment to date with a greater focus on health systems strengthening and measuring sustainable changes in systems performance. The primary goal of H4L is to strengthen the Government of Nepal’s capacity to plan, manage and deliver high-quality and equitable family planning, maternal, newborn, and child health services. H4L addresses key health system constraints: local health systems governance; data for decision making and evidence-based policy development; capacity development of service providers at grassroots; quality improvement systems, and knowledge and behavior change. Gender equality and social inclusion is an important crosscutting focus of the project. H4L works in partnership with the Government of Nepal/ Ministry of Health and Population (MOHP) and have national presence. In addition to national focus, it works in 12 Districts of the Mid-Western and 2 Districts of Western Development Regions.  This position is based in Kathmandu, Nepal.

RESPONSIBILITIES:

  • Provide  high-level strategic guidance and advocacy to MoHP in policy and program development in regard to child health and newborn care services
  • Provide technical assistance to Child Health Division and other Divisions and Centers for quality CH/NBC initiatives and programs for national, as well as district levels
  • In consultation with H4L’s technical team, provide input in development, implementation and monitoring of child health and newborn programs based on local and global evidence
  • Support work planning, budgeting and oversee implementation of CB/NBC activities, including quality of care interventions and reporting to meet overall objectives of H4L project
  • Coordinate and collaborate with USAID-funded and other partners to review program performance for development of child health and newborn health strategies and formulate interventions to improve CH/NBC health implemented through CHD, FHD and other Divisions
  • Represent various national-level technical working groups and other meetings particularly related to child health and newborn health
  • Provide technical assistance to local implementing partners to implement CB/NBC activities
  • Support the expansion of the GON’s Local health Governance Strengthening Program to build the capacity of local government officials to manage health care services
  • Institutionalize best practices with committees and/or civil society organizations to increase access for hard-to-reach populations
  • Support the MOHP to develop the national health sector strategy in collaboration with other health sector donors
  • Provide policy guidance to strengthen GON stewardship of private as well as public health system actors, particularly in family planning and newborn health where the sphere of private-sector provisions of commodities and services is expanding

QUALIFICATIONS AND EXPERIENCE:

  • MBBS, MD, PhD, or a master’s degree in public health, nursing, or related field
  • Minimum of 10 years of experience in health particularly in maternal, newborn and child health in developing technical tools and approaches in CH/NBC and experience with different service delivery models and quality improvement approaches; 7 years of program management experience highly desired
  • Knowledge of technical guidelines, best practices, and innovations in CH/NBC and program approaches designed for rural disadvantaged and hard-to-reach populations
  • Knowledge of USAID rules and regulations and experience working for USAID-funded projects preferred
  • Strong oral and written communication skills in English and Nepali.
