RTI's International Education Division is supporting education development around the world by strengthening education policy, management and practice in order to achieve measurable improvement in teaching and learning. From our well-established reputation in education system strengthening, to innovative work in early grade assessment and learning, RTI is improving education quality, relevance and efficiency through implementation of projects funded by USAID, DFID, Australian Aid and other donors and clients.

The International Education Division is currently accepting applications for a Chief Technical Advisor position to support an anticipated USAID-funded five -year project to improve early grade reading in Nepal. This is a full-time position with residency in Nepal.

The Chief Technical Advisorwill provide leadership, management, and technical assistance for the project. The Chief Technical Advisor will serve as the chief advisorof the Technical Support Unit.

Primary Responsibilities:

  • Provides leadership, management, and technical assistance for capacity development of non-governmental and governmental organizations focused on education quality improvement.
  • Engages directly with local organizations on their capacity development needs with the overall aim of improving service delivery.
  • Provides overall technical oversight and guidance to the project’s effort to offer targeted technical assistance to the Ministry of Education for the project’s support to Intermediate Results 1 and 2: Improved Early Grade Reading Instruction and Improved National and District Early Grade Reading Service Delivery. 
  • Supervises and coordinates with the Ministry of Education all technical assistance needs. 
  • Provides expert guidance based on experience in fields of performance improvement and education in Nepal. 

Required Skills and Qualifications:

  • Master’s Degree in education, social work, or communication.
  • At least 8 years of experience in technical direction for improved educational outcomes. 
  • Prior experience with the development of early grade reading, education systems strengthening and national and district-level service delivery preferred. 
  • Prior experience with using EGRA-like assessments at the household level preferred.
  • The candidate must be professionally proficient and fluent in written and spoken English.
  • Proficiency in Nepali is preferred, but not required.
