Chief of Party - Job Description
Background
Lifeline Nepal, a Nepali NGO implementing USAID funded five year (2013-2018) - Health for Life (H4L) Logistics Program. The primary goal of Health for Life Logistics Program is to provide technical support to strengthen the Ministry of Health and Population's Health Logistics Management System to ensure uninterrupted availability of essential and auxiliary health commodities in the health service delivery facilities and at the community levels.
Responsibilities
Lifeline Nepal is seeking a Nepali Chief of Party (COP) to provide strategic leadership and oversight for the Health for Life Logistics program. Candidates must be responsible for achieving and enhancing the organization’s objectives on a continuous basis through robust leadership, formulation of a strategic plan to advance the mission and objectives, have experience inleading teams, capacity development, project and organizational management, and financial management and budgeting. S/he must have demonstrated effective communication skills, sound judgment, and excellent knowledge about the health logistics management system. The candidate must possess a strong understanding of HIV/AIDS and general logistics integration. S/hemust have experience in supply chain management and commodity security and excellent knowledge in forecasting and quantification of commodities.
The candidate is required to travel to all parts of the country including health facilities located in the remote areas of Nepal.
The COP will be responsible to Lifeline Nepal Executive Board for overall management, external stakeholder such as Donor organization to initiate and ensure implementation of strategies and to USAID/Nepal Contracting Officer(CO) and Contracting Officer Representative (COR)for contractual obligations, technical requirements for implementation of the logistics activities, and other matters as directed by the CO and/orCOR.
Specific Responsibilities:
Primary duties and responsibilities include but are not limited to:
- Provide overall technical and administrative leadership and expertise for the H4L Logistics activities in Nepal
- Develop and monitor strategies for ensuring the long-term sustenance and financial viability of the organization anticipating where the organization is going and what opportunities lie ahead
- Ensure a strong strategic and annual planning process in place to produce effective plans for approval by the Board
- Design and track key performance metrics for various functions/programs, and update Board and external stakeholders on the same if required
- Have good experience on current relations, understanding of the Ministry of Health and Population and GON Logistics Management Divisions’ logistics system/structure
- Ensure that technical assistance and expertise provided under the contract is timely, responsive, and of high quality
- Serves as the primary liaison with USAID/Nepal on contract management and technical matters and must adjust programs and operations in response to USAID/Nepal contractual or technical directions
- Coordinate effective implementation of program activities including development of work plans and facilitate their timely implementation;
- Develop annual program implementation budgets and monitor budget expenditures;
- Model and promote capacity building aspects among all staff and in particular with the Deputy Chief of Party (DCOP)
- Make programmatic decisions and trouble-shoot implementation challenges;
- Oversee program data quality compliance, including developing data tracking systems and monitoring records
- Submit timely program reports, a semiâ€annual and annual basis to USAID/Nepal;
- Disseminate program success stories and share information;
- Coordinate, liaise, and work with MOHP, GON and other stakeholders of logistics activities
- Serve as a spokesperson and advocate for the Health for Life Logistics Program;
- Comply with Lifeline Nepal policies.
Management and Supervision:
- Design and track key performance metrics for various functions/programs, and update Board and external stakeholders on the same if required
- Provide technical support and oversight to all employees and consultants/contractors working on the H4L Logistics program
- Coordinate with other senior program staff on strategic project management;
- Identify learning needs and coordinate training sessions and other learning opportunities for program staff;
- Conduct staff performance appraisals as appropriate.
Education and Experience Requirements:
- Master's Degree in a health-related field such as health system management, public health, or other relevant field.
- Prior experience in managing USAID’s programs or comparable position strongly preferred
- At least seven years of experience managing development projects similar in scale, price point, and complexityas the H4L Logistics program.
- Experience on working with Ministry of Health and Population and Logistics Management Division on providing capacity building, planning, implementation, monitoring and evaluation
- Demonstrated high ethical standards and creative problem – solving skills. effective leadership, and strong interpersonal skills.
- Proven capacity to supervise and lead a diverse team of employees.
- Demonstrated technical experience in health logistics management systems.
- Excellent (fluent) oral and written communication skills in English and Nepali.
- Willingness to travel to all regions of Nepal, especially to rural and remote areas.
- Broader experience in Asia is strongly desirable
