Creative Associates International, Inc. (Creative) is a dynamic and fast-growing professional services firm that specializes in international development in the areas of education, democratic transitions and stabilization in post-conflict environments. Based in Washington, D.C., the firm has presence in 20 countries worldwide. Creative is seeking candidates for an anticipated USAID-funded education project in Nepal, based in Kathmandu.

The project will support the Government of Nepal National Early Grade Reading goals to develop a viable model for transition to government ownership and eventual scale up to all 75 districts in the country. The EGRP will be implemented in 16 districts over the 5-year task order period. It is anticipated that EGRP will work to improve the reading skills of the approximately one million Nepali children in public primary school during the 2015-2019 school years. Creative is looking to assemble a strong team whose combined skills and experience can achieve these goals.

Job Position: Chief of Party

Requirements:

  • Master’s degree in education policy, planning, teacher professional development, or related education field. Ph.D. or Ed.D. preferred.
  • Demonstrated experience in relevant technical fields such as educational policy, planning, curriculum development and teacher professional development required. Technical familiarity with early grade reading preferred.
  • Minimum 15 years of experience in relevant management, supervisory, technical experience working with programs of similar scope and scale to this project, of which at least 10 years has been in management/leadership positions.
  • Minimum 10 years in education sector, preferably in similar development contexts as Nepal.
  • Sufficient experience in program design, policy dialogue, strategic planning and implementation, education reform and national level quality improvement required.
  • Demonstrated experience and knowledge of capacity development, professional development and systems strengthening. 
  • Strong communication and negotiation skills, and ability to develop relations with local counterparts, donors, and other stakeholders. Proven ability to build and sustain partnerships to achieve results is preferred.  
  • Excellent written and spoken English required. Proficiency in Nepali preferred.
