 JOB DESCRIPTION    

The Consortium for Elections and Political Process Strengthening (CEPPS) is a co-equal, legal joint venture established in 1995 between the International Foundation for Electoral Systems (IFES), the International Republican Institute (IRI), and the National Democratic Institute (NDI).

In Nepal, CEPPS is currently implementing a five year (2017-2022) program Niti Sambad, aimed at improving governance systems to increase transparency, inclusivity, and accountability with the Legislature Parliament (LP); supporting the Election Commission, Nepal (ECN) to institutionalize electoral best practices; supporting the National Reconstruction Authority (NRA) and the Prime Minister’s Office with strategic communication; and empowering political parties to function more effectively, inclusively, and efficiently.

CEPPS is seeking candidates for a Senior Monitoring and Evaluation (M&E) Manager to lead the monitoring and evaluation component of GEPT/CEPPS Niti Sambad program. He/she will work with the team to document the achievements of targets and program objectives. This position is available immediately for a year-long contract with possible extension depending on availability of funds. The CEPPS Senior M&E Manager will report to the IFES Country Director while working closely with NDI and IRI senior leadership to ensure effective coordination and collaboration. 

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Serve as CEPPS’ primary M&E point person and liaise with USAID in-country and the CEPPS team in Washington DC on all monitoring and evaluation related issues;
  • Guide the CEPPS M&E team, which may include IFES, IRI and NDI M&E staff and other team members, in identifying, developing and utilizing performance monitoring systems and tools for both qualitative and quantitative data to strengthen program management and donor reporting;
  • Be responsible for inputting and managing program information on USAID’s AID Tracker;
  • Maintain strict data quality, confidentiality and security standards, including ensuring proper informed consent is secured for all data collection; establishing and maintaining protocols for data collection and data entry into the EPT indicator database; creating and monitoring data permission levels across the three institutes within the Consortium; and adhering to USAID data security guidance which includes protecting beneficiaries by anonymization of all datasets, limiting access and sharing of M&E data and purging M&E data appropriately.
  • Work with the Consortium M&E staff to develop and oversee the program’s mid-term and final evaluations and coordinate the Evaluation Teams in collecting and analyzing data and establishing baselines, benchmarks and targets for the program’s process, and revise outcome indicators as necessary;
  • Develop and maintain a uniform and consistent data collection and reporting methodology and schedule, and ensure consistent and timely application of all M&E systems and standards;
  • Participate in and coordinate the timely collection and analysis of all program performance data and information;
  • Prepare and submit regular CEPPS reports in accordance with internal and external reporting requirements;
  • Ensure that the CEPPS Indicators’ Database is populated with up to date, and consistent data. Provide technical support to CEPPS partners’ M&E staff to improve flow and quality of data.
  • Undertake regular visits to the field to support implementation of M&E in collaboration with the IFES, IRI and NDI M&E and program teams;
  • Work with CEPPS-Washington to ensure consistency of approach and ongoing implementation of monitoring and evaluation best practices;
  • Lead preparation for evaluations through the development of program briefing documents, organization of project information and compilation of program performance data;
  • Produce evaluation questionnaires as needed by different programs;
  • Review donor reports, case studies, best practices, lessons learned, and success stories;
  • Spearhead efforts within the CEPPS Nepal team to develop indicators of success and methods of program impact measurement;
  • Work with the M&E team to respond to donor-led evaluations and data quality assessments;
  • Design orientations and workshops on M&E for the CEPPS partners; and
  • Carry out additional responsibilities based on demonstrated ability and/or program needs.

REQUIRED SKILLS AND EXPERIENCE

  • Undergraduate degree in a field of study related to international development or monitoring and evaluation methods, statistics or related field; Master’s degree preferred. Additional years of relevant work experience may be substituted for educational requirement on a one-for-one basis;
  • A minimum of ten (10) years of experience, preferably in the field of democracy and governance, with a minimum of five (5) years of experience in monitoring and evaluation;
  • Experience in creating and/or maintaining data management and retrieval systems;
  • Demonstrated ability to train non-M&E staff in monitoring and evaluation procedures;
  • Experience in designing, supporting and managing baseline, mid-term and final program evaluations;
  • Experience in results-oriented program design, strategic planning and program evaluation;
  • Experience in designing and employing evaluation tools and methods such as surveys, interviews, focus groups, and research from secondary sources;
  • Ability to analyze and interpret complex program issues and resolve problems;
  • Excellent communications skills to present information and respond to questions;
  • Detail-oriented;
  • Exceptional oral and written communication skills;
  • Demonstrated capacity to work independently, as a member of a team, and equitably arbitrate the interests of consortium members;
  • Ability to multitask and manage time;
  • Experience in supporting USAID or other donor-funded development programs preferred;
  • Experience with Google Apps (Gmail, Calendar and Google Drive), interviews, focus groups, and research from secondary sources;
  • Ability and willingness to travel to the field, which can be remote and difficult to reach
  • Superior knowledge of word processing and spreadsheet applications;
  • Exceptional interpersonal skills and cultural sensitivity to effectively interact with all levels of staff, donor organizations and CEPPS’ local partners;
  • English and Nepali language fluency required.
