JOB DESCRIPTION

The Consortium for Elections and Political Process Strengthening (CEPPS) is a co-equal, legal joint venture established in 1995 between the International Foundation for Electoral Systems (IFES), the International Republican Institute (IRI), and the National Democratic Institute (NDI).

In Nepal, CEPPS is currently implementing a five year (2017-2022) program Niti Sambad aimed at improving governance systems to increase transparency, inclusivity, and accountability with the Legislature Parliament (LP); supporting the Election Commission, Nepal (ECN) to institutionalize electoral best practices; supporting the National Reconstruction Authority (NRA) and the Prime Minister’s Office with strategic communication; and empowering political parties to function more effectively, inclusively, and efficiently.

CEPPS is seeking candidates for a Gender and Social Inclusion (GESI) Coordinator to identify and integrate best GESI practices into the GEPT/CEPPS Niti Sambad program. S/he will work closely with the CEPPS partners to ensure GESI is integrated throughout all aspects of program activities and provide training to staff and partners as necessary to improve their GESI awareness and integration skills. This position is available immediately for a year long contract with the option to renew beyond the first year depending on availability of funds. The GESI Coordinator will report to the NDI Senior Resident Director, while working closely with IFES and IRI senior leadership to ensure effective coordination and collaboration.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Undertake gender equality and social inclusion analysis of key issues, sectors, and themes of interest to Niti Sambad’s programmatic areas;
  • Provide technical advice and tools in the design of Niti Sambad program activities, materials and monitoring and evaluation strategies to ensure inclusion of and sensitivity to diverse participant populations;
  • Provides leadership and act as the technical focal point on gender and inclusion for all CEPPS partners;
  • Advise and mentor colleagues at each CEPPS partner organization on inclusivity strategies and gender integration with the goal of developing their capacity to better support the implementation of GESI best-practices in program implementation;
  • Support overall efforts by CEPPS to develop and implement effective approaches for integrating women, youth, persons with disabilities, lesbian, gay, bisexual, transgender, and intersex (LGBTI), religious minorities, Dalits, and other marginalized groups into the proposed program;
  • Contribute to the development of materials, training exercises, information sheets, reports, website articles and other products required to implement and publicize CEPPS’s gender related work in Nepal;
  • Conduct workshops, consultations and meetings with a wide range of stakeholders including ECN, political parties, parliamentarians, government and civil society representatives to integrate gender equity and social inclusion practices in local and national political, electoral and governance processes;
  • Work closely with the CEPPS M&E Manager and NDI/IFES/IRI staff to inform monitoring and evaluation design and to ensure project data collection and reporting comply with USAID’s GESI requirements;
  • Contribute to periodic reports and ensure effective monitoring and evaluation of GESI integration activities;
  • Provide GESI inputs to key program strategy, planning, and M&E documents including theories of change, work plans, etc.;
  • Identify and train other national CEPPS staff members on inclusivity strategies and gender integration with the goal of building a sustainable model;
  • Represent the Niti Sambad in GESI-related events and build and maintain relationships with GESI focal points within government institutions, media outlets and civil society organizations.
  • Responds to inquiries and provides technical expertise on gender and inclusion;
  • Monitors and keeps CEPPS partners informed of political, social and economic events in country, with specific attention to gender and inclusion;
  • Represent CEPPS in USAID-led GESI working group.

REQUIRED SKILLS AND EXPERIENCE

  • University degree, in gender/women studies, sociology, economics, political science, international development or related field; Master’s degree preferred. Additional years of relevant work experience may be substituted for educational requirement on a one-forone basis;
  • A minimum of ten (10) years of experience, preferably in the field of democracy and governance, with a minimum of five (5) years of experience designing and implementing activities related to gender equality and social inclusion;
  • Extensive analytical experience pertaining to GESI context;
  • Exceptional competency in gender inclusion across one or more areas of CEPPS’ programming in Nepal;
  • Experience in supporting USAID or other donor-funded development programs preferred;
  • Experience with Google Apps (Gmail, Calendar and Google Drive), interviews, focus groups, and research from secondary sources;
  • Ability and willingness to travel to the field, which can be remote and difficult to reach
  • Superior knowledge of word processing and spreadsheet applications;
  • Exceptional interpersonal skills and cultural sensitivity to effectively interact with all levels of staff, donor organizations and CEPPS’ local partners;
  • English and Nepali language fluency required.
