Call for Consultant

Action Works Nepal (AWON) and Bheri Environmental Excellence (BEE) Group in financial support of European Commission have been implementing “Elimination of Chhaupadi practice in Karnali, Nepal” project from 2016 to 2018. This project has planned to develop a policy paper which is a major activity of the project. Based on the findings of action research on Chhaupadi which has already done by AWON & BEE Group, the proposeConsultant will carry out local and national consultations with various stakeholders as civil societies, women rights activists and law makers on why and how Chhaupadi remains a key barrier to attain human rights and overall development of women.

To carry out above mentioned service, AWON is looking for an experienced, qualified and skillful consultant, demonstrating past experience on similar works.

Terms of Reference for developing Policy Paper

From its inception, AWON has been involved in humanitarian and development activities in the remote mountain regions of Nepal. Throughout this duration, it has successfully worked in various thematic areas including education, livelihoods, health, women and girl’s empowerment, and emergency responses.  

Background and Context

Action Works Nepal (AWON) and Bheri Environmental Excellence (BEE) Group in financial support of European Commission have been implementing “Elimination of Chhaupadi practice in Karnali (Jumla, Kalikot and Mugu), Nepal” project from 2016 to 2018. The main objective of the project is to empower women and girls at the individual and group levels, as well as, build capacity and improve understanding of the policy and advocacy issues.

Recently AWON and BEE Group have completed five action research on Chhaupadi effects on (i)health of women and adolescents girls; (ii) education of women and adolescents girls; (iii) mobility and leadership skills of women and adolescents girls; (iii) psychosocial thoughts and belief of local on Chhaupadi in the project areas (Jumla, Mugu and Kalikot);and (iv) study on situation of national laws, policies and Chhaupadi Elimination Guideline 2007, which was targeted to find out the real status of Chhaupadi and its effects on Health, Education, Mobility and Leadership of women and adolescent girls, psychological well-being and beliefs. Likewise, implementation status of laws, policies and Chhaupadi Elimination Guidelines 2007. 

Develop a policy paper is one of the major activity of this project. Based on the findings of action research, the Consultant will carry out local and national consultations with various stakeholders as civil societies, women rights activists and law makers on why and how Chhaupadi remains a key barrier to attain human rights and overall development of women. A policy paper will be developed, shared and presented at local, district, national levels through conferences and press meets. This policy paper will also be shared with various international level networks. This policy paper will raise Chhaupadi issue at national level and influence on implementation of National Chhaupadi Elimination Guideline 2007 in the Mid and Far- west region of Nepal where the issue is rampart.

For this work, AWON seeks a Lead Consultant to perform the responsibilities mentioned in the scope of works of this ToR. After selecting the Lead Consultant, AWON will hire another one member of the team from district/field in consultation with Lead Consultant.  

Objective of the Assignment

The major objective of the assignment is to develop policy paper after reviewing existing Chhaupadi elimination guidelines 2007, its current implementation status. Policy paper will also find out the gap and additional areas to be coveredon existing policy and it has to be shared among local to national level policy makers, policy key influencers and responsible institutions for implementation. 

Scope of Work 

  • The consultant will carry out following activities; 
  • Analysis on current Chhaupadi elimination guidelines 2007 and implementation status and finding the gap on the existing policy (guidelines) 
  • Prepare the check list of the individuals, groups, government agencies to conduct discussion, interaction program with district and national level stakeholders.
  • Conduct the consultation with all key stakeholders as civil societies, women rights activist and law makers on how Chhaupadi remains a key barrier to attain development of women.
  • Prepare the policy paper on Chhaupadi practice with proposing new provision that could really helpful to implementation.  
  • Present and share the policy paper from local, district, national levels through conferences and press meets. Specifically the Lead Consultant will facilitate the presentation and sharing program among target audience (political representative, policy makers, policy influencers in national level).
  • Incorporate comments received from the sharing program and make final policy paper to submit respective agencies, which also will be used as an advocacy tool.  

Key Qualification, Experience and Skills

  • The consultant should be a highly knowledgeable person to develop policy paper. S/he must have solid understanding of gender based violence, human rights, women development and its barrier, and issues related to Chhaupadi. In addition, the consultant should possess the following skills and competencies:
  • Broad knowledge and understanding of key development issues of Karnali zone Nepal.
  • Minimum of 7 years experience working in the issues of human rights, women rights, GBV and Chhaupadi issues.
  • Sound understanding about developing a policy paper, methodologies, tools etc.
  • Good Communication, Facilitation skills and interpersonal skills.

Timing and Duration

Ideally, the assignment is estimated to complete within one and half months (it depends on the Consultant and will be determined by further discussion).

Reporting Arrangement

After completion of the agreed activities, consultant will submit one copydraft report of policy paper to Action Works Nepal (AWON).Then, Action Works Nepal (AWON) will review it and the consultant will have responsibility to incorporate the suggestions, feedbacks received from AWON as well as concern stakeholders after sharing program. The consultant will report to the Project Focal Person of Action Works Nepal. 

Remarks:

It is one of the activities of the European Commission funded project “Elimination of Chhaupadi practice in Karnali, Nepal”. Therefore, any communication activities of the develop a policy paper should follow the EC procedures for communication and visibility designed to raise the awareness of specific or general audiences of the reason for the action and EC support of the action in the country concerned.
