INTRODUCTION

SNV understands safe urban sanitation and hygiene services as a pre-condition for health and economic development in cities. With the massive urban growth in Asia and Africa, a failure to invest in urban sanitation will become a barrier for almost any development. Access to sanitation is a human right and governments are the duty bearers of progressive realization of this right. With the SDGs, governments have committed to work towards universal access of safely managed sanitation services, this means services for all and addressing the safety of the entire sanitation value chain from access to safe disposal or re-use. The majority of cities and towns are unprepared for this task. There is a lack of clarity about responsibilities, a lack of knowledge about urban sanitation and above all a lack of investment. This is why SNV’s programme supports local governments to achieve sustainable and inclusive city-wide service in their area. Currently SNV Nepal is implementing Urban Sanitation and Hygiene for Health and Development (USHHD) programme at four cities in partnership with Khadak Municipality, Chandannath Municipality, Birendra Municipality and Nepalgunj Sub-metropolitan. 

The overall goal of the USHHD program is improved health and quality of life of men and women through access to sustainable and environmentally safe sanitation and improved hygiene practices. The programme aims to build capacity for environmentally safe sanitation and hygiene practices and sustainable town-wide sanitation service delivery, working with the responsible local governments and a broad range of other stakeholders at national, district and sub-district levels. The inputs are technical (organisational and institutional) advisory services, evidence based advocacy and knowledge management.

RATIONALE

Government of Nepal is committed and working in collaboration with WASH stakeholders to achieve the target of open-defecation-free (ODF) status. The country has already achieved 96% of sanitation coverage and providing its full efforts to achieve 100% within few months. 

Even after having full efforts to have 100% sanitation access at household level, the public toilet still become an issue to sustain the achievement of ODF at big and small town.Very few public toilets are functioning well. Poor and inappropriate operation and management system of public toilet in these town are challenging the achievement of ODF.  Besides these, many public toilets are not able to address the need to women, people with disabilities (PWD) and LGBTIQ.  After the country’s transformation to federal system, the number of municipalities and people living in urban area are increased. This also increased the need to number of public toilets in town with appropriate business model so that new or existing public toilet can be operated and managed in sustainable way.  

Hence it become necessary to understand existing physical condition and facilities, business model that governed the operation and management of public.

THE OBJECTIVES OF THE STUDY

The overall objective is to analyse the existing situation of public toilet services and operation mechanisms and make recommendations for business models that ensure sustained service delivery for all current public toilets and new/upgraded planned toilets with support of SNV, in Nepalgunj and Birendranagar.

Specific objectives of the study are:

  • To do physical assessment of the services provided by the public toilet facilities in terms of access to hygienic toilets, handwashing with soap, privacy, menstrual hygiene management, maintenance (solid waste, faecal sludge management, water supply) for  women, children, PWD and LGBTIQ. 
  • To assess the current business models (looking at all existing public toilets) being applied including but not limited to aspects of: service provision, operation and maintenance, human resources and skill sets, economic analysis (income, expenditure, capex and opex), financial flows mapping (eg. ring fencing), management model (including individuals, organisations, and service providers involved and their roles and responsibilities; and linked contracting modality if any). 
  • To analyse weaknesses and strengths in current business model(s) with respect to achieving sustained, sufficient, and hygienic services of public toilet facilities.
  • To develop recommendations for city (Birendranagar and Nepalgunj) as a whole on suitable business model(s) for its existing toilets.
  • To develop specific recommendations for business model for two toilets being upgraded in Surkhet, two toilets being upgraded in Nepalgunj, and 1 new self-cleaning toilet being installed in each city with support of SNV.

SCOPE OF WORK & NBSP; AND METHODOLOGY

The task have to be carried out as mentioned below:

  • Review of relevant documents, literature, information
  • Develop research plan and methodology
  • Physical observation and analysis of existing facilities
  • Review of existing public toilet services and business models
  • Consultation with municipality, key informants and public toilet operators
  • Analysis and recommendation for appropriate business model 

TIME FRAME, DELIVERABLES AND PAYMENT MILESTONE

The total time period for the study is from June 4 – July 16th, 2018.

The consultant is expected to present and submit SNV Nepal following deliverables (in both hard and electronic copy).

RESPONSIBILITIES

The consultant is fully responsible for carrying out all tasks and logistic arrangements needed to complete the study successfully. SNV will support in linkage with the municipality.

QUALIFICATION/ EXPERIENCE OF CONSULTANT

The consultant should demonstrate expertise in similar assignments for business model development. Experience in models for sustainable public toilet operation is desirable. The consultant should demonstrate adequate capacities to lead, organise, facilitate and complete the assignment and produce specified deliverables within the time frame specified. Analytical skills and writing capacity is must. Knowledge of public private partnership (PPP) related work is an asset.
