Assessment of Bio-slurry and manure processing and management

BACKGROUND

SNV Nepal is implementing it Urban Sanitation and Hygiene for Health and Development programme in Birendranagar Municipality, Surkhet.  The program aims at city-wide, inclusive and sustainable sanitation services. This includes targeting all premises for safe wastewater management, including households, institutions, public areas, and commercial areas.

Birendranagar Municipality (BM) has an organised and well established slaughter house for buffaloes operated by the private sector. To manage the waste the private sector has constructed a 100m3 sized biogas plant. The inputs are the wastewater and solid waste generated from the slaughtering process. The slurry produced is collected and temporarily stored in a collection chamber, which will fill up in the coming months. There is also an outdoors animal pen where animals are kept for a few weeks and manure is generated in this area. 

The operators aim at using the biogas slurry for fertiliser purposes and are looking to process into a dry form that they can package and sell. Reportedly, guidelines from the Department of Agriculture are available on such processes.

SCOPE OF WORK

SNV Nepal is looking for support to assess suitable options to manage the bio-slurry and the animal manure produced at the slaughter house facility with the aim of making it into a usable end product. This includes on-site collection, processing and distribution of the organic matter in a practical and efficient way that meets client demands.

The assessment needs to provide an analysis of:

  • Quantity and quality of current organic matter produced in the slaughterhouse facility (bio-slurry, manure, and any other organic waste)
  • Current management practices and their adequacy for all the organic produce
  • Developing a range of options (with recommendation) for the on-site collection, processing, and distribution of all the different organic produce.  Consider options of drying, composting, briquettes, overland application, others, etc. 
  • References of any national and international technical guidelines relevant for the reuse of bio-slurry and linked to the recommendations above.

Recommendations need to address the following aspects:

  • Health safety aspects- during processing and handling; safe re-use product 
  • Fertiliser value
  • Market potential and client demand (e.g form of produce)
  • Economic aspects- costs and revenues of complete process
  • Environmental aspects – smell, discharge, etc.
  • Practicality- from processing perspective; and use perspective

The consultant will carry out the necessary site visits and meetings in BM.  At a minimum, the consultant will:

  • visit the slaughterhouse facility
  • meet the operator and management personnel
  • meet BM heads and technical staff
  • meet BM Department of Agriculture – obtain any relevant guidelines
  • meet representatives from surrounding community
  • conduct assessment of potential client and market demand for products.

DELIVERABLES

The consultant will produce the following deliverables of acceptable quality:

  1. Half day stakeholder workshop- presentation to municipality, operator and stakeholders after finalisation of assessment and recommendations.
  2. Assessment report in English(Lab results in annex), incorporating any feedback from presentation session.

CONSULTANT AND SNV RESPONSIBILITIES

Consultant will be responsible for organising all logistics, meetings, laboratory analyses, and activities required to conduct the assessment.

SNV will support with linkages to the municipality and operator and will organise the half-day stakeholder workshop

TIME PERIOD OF IMPLEMENTATION

  • June 4th– June 30th 2018

QUALIFICATIONS FOR CONSULTANCY

An individual consultant or consultancy team can apply with demonstrated expertise in processing and use of organic matter and the ability to address all aspects of the scope of work. Work with bio-slurry specifically and experience with a range of processing methodologies and re-use products is desirable.

  • Maximum two-page capacity statement convincing on the ability to complete the scope of work with quality.
  • CVs of each member of the team
  • If more than one person is in the team, one-page summary of profile of each team member and key tasks to be completed by each team member.
  • Work plan detailing tasks, dates, location, responsible person.
  • Laboratory testing plan: list of parameters to be tested, justification for the test required, proposed laboratory.
  • Budget sheet showing complete costs needed to successfully implement the assessment including: HR, logistics, materials, VAT/taxes, etc.
  • Please exclude cost of laboratory testing and half-day workshop.  These will be paid separately by SNV.
  • VAT/PAN registration certificate
