POSITION TITLE:  Administrative and Human Resources Manager 

LOCATION:  Kathmandu, Nepal

UNIT: Agriculture

REPORTS TO: Operations Director 

BACKGROUND: 

The USAID/Nepal funded KISAN project is improving food security in twenty Hill and Terai districts in the Western, Mid-Western and Far-Western regions of the country. The project is in its third of five years. The goal of the project is to sustainably reduce poverty and hunger in Nepal by achieving inclusive growth in the agriculture sector, increasing income of farm families, and improving the participation of the private sector in promoting agriculture growth. Many farmers in Nepal, particularly smallholder farmers in rural areas, lack access to quality inputs, technologies, information, and markets. KISAN is interested in improving the efficiency of key supply and value chains, and expanding their reach to rural farmers, to help increase smallholder farmers’ productivity and income.  To ensure sustainability, the KISAN project is working with the private sector to take on the role of engaging famers in commercial or semi-commercial agriculture.

POSITION DESCRIPTION 

The KISAN Administrative and Human Resources Manager will be responsible for ensuring the day-to-day human resources and administrative functions are performed in accordance with Winrock policies and procedures while ensuring the project meets contractual requirements. The Admin and HR Manager will oversee recruitment, as needed, ensuring a transparent and efficient process, HR strategy/review of policies, employee compensation and relations, employee trainings/orientation.

ESSENTIAL RESPONSIBILITIES:

  • Assist in the regular review and roll out of HR policies (including employment policies) in compliance with Winrock policies, USAID/contractual requirements, and Nepal labor law;
  • Lead an efficient, timely, and transparent recruitment process including selecting, orienting, and training new employees;
  • Ensure accurate tracking of leave, assist in payroll preparation and maintain up-to-date records of project staff, and assist in periodic salary review/survey/analysis;
  • Ensure that staff performance appraisals are carried out in a timely manner;
  • Update the Employee Handbook regularly and communicate it and other HR policies to staff, including communicating job expectations and enforcing systems, policies, and procedures; 
  • Manage processes related to disciplinary actions, new contracts, promotions, etc. and ensure employees’ files are auditable at all times as per Winrock standards and USAID requirements;
  • Oversee administrative, inventory, and motor pool management.

QUALIFICATIONS AND REQURIEMENTS:

  • Education: B.S. or equivalent university degree in Management, Business Administration, or relevant field.
  • Experience: The ideal candidate will have the following experience:
  • At least 5 years of experience in human resources and administration;
  • Experience implementing HR policies, procedures, and systems (including recruitment) required;
  • INGO experience is strongly preferred; experience on donor-funded projects (specifically USAID) desired;
  • Experience managing office staff; 
  • Strong computer software skills in MS Excel and Word
  • Strong accounting software skills (such as QuickBooks) preferred; 
  • Strong communication skills, both oral and written with fluency in both English and Nepali required.  

OTHER: High level of English and of Nepali is required.
